CTTY OF ALAMEDA RESOLUTION NO. 8225
APPLICATION AND REQUEST TO STATE COUNCIL ON INTERGOVE JTAL
RELATIONS FOR EXTENSION OF TIME WITHIN WHICH TO COMPLETE AND
ADOPT SEISMIC SAFETY, SAFETY, NOISE AND SCENIC HIGHWAYS ELEMENTS
IN CITY'S COMPREHENSIVE GENERAL PLAN
WHEREAS, the City of Alameda is undertaking a nine-months' comprehensive study to
determine its future goals, directions and programs, ir furtherance of whioh a Section 701 planning
assistance grant from the C.S. Department of Housing and Urban Development has beer applied or and
WHEREAS, as part of said study, an Overall Program Design in response to citizen priorities
will be developed; and
WHEREAS, the findings of said goals study will be used to develop policies and recommen-
dations for inclusion in the Mandatory Elements Reports, as such elements are referred to in
Sections 65302 and 65302.2, among others, of the Government Code of California, and for other
planning projects, in a comprehensive and integrated manner; and
WHEREAS, the primary data required for the noise element and the safety element to be
provided by another agency not under this City's jurisdiction and control, namely, the City of
Oakland, acting by and through its Board of Port Commissioners, as owner and operator of the Oakland
Airport, has not been furnished; and
WHEREAS, the recent resignation of the City Planning Director has affected the functioning
temporarily of the City's Planning Department to a degree which has inhibited timely preparation of
the elements mandated by said Section 65302.2; and
WHEREAS, there has been prepared for submission to the state Office of Planning and
Research, to accompany this resolution, (a) a Request for Planning Elements Extension, (b) Justifi-
cation for Extension Request, and (c) work program and timetable for completion of said mandated
elements, which documents show that the City of Alameda would suffer extreme hardship unless the
date for adopting such elements is not extended for a reasonable period of time; and
WHEREAS, the City hereby expresses its intent to assign the highest priority to completion
and adoption of said mandatory elements,
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OE THE CITY OF ALAMEDA that the City of
Alameda hereby submits application and request to the state Council on Intergovernmental Relations
for an extension of one-years' time within which to complete and adopt the Seismic Safety, Safety,
Noise, and Scenic Highways elements to its comprehensive general plan, pursuant to the criteria and
guidelines promulgated by said Council on Intergovernmental Relations.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
2nd day of July, 1974, by the following vote, to wit:
AYES: Councilmen Beckam, Hurwitz, McCall and Vice President Corica, (t).
NOES: None,
ABSENT: President La Croix, Jr., (1).
