Resolution 0825028,1 CITY OF ALAMEDA RESOLUTION NO. 8250 URGING ADOPTION OF ASSEMBLY BILL NO, 3523, AS IT PERTAINS TO AIRPORT SAFETY REGULATIONS WHEREAS, Assembly Bill No. 3523 contains a provision which requires that no owner or operator of any airport shall permit the use of any runway for which the approach zone cr departure zone is over a residential area by jet or turbo fanjet aircraft or by any aircraft .having more than two engines if the airport has any other runway certified for use by such aircraft which permits approaches and departures over water for a distance of at least 5,000 feet from each end of the runway extended; and WHEREAS, said Bill would specifically limit the use cf Oakland Airport's Runways 27 to general aviation aircraft other than turbojet, turbofan or multi-enoined aircraft; and WHEREAS, the City Council finds passage of such legislation necessary to preserve the safety of life and property as well as the peace and quietude of the many citizens of Alameda who reside on Bay Farm Island adjacent to Runways 27L and 27R; and WHEREAS, these two runways point toward existing homes on Bay Farm Island and can presently be used by large jet and propeller aircraft, there is a potential of such airplanes crashing into these residences due to the short distances between runways and residences and the limited start-stop capabilities of such aircraft; and WHEREAS, existing Port of Oakland policy concerning usage of these runways is designed primarily to combat noise cf aircraft operations at night but it ignores the obvious safety hazards associated with using Runways 27L and 27R during the day; and WHEREAS, the City Council's concern over the safety and lives of the residents is natural, logical and defensible, particularly in light cf a major air disaster experienced ir, Alameda; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL. OF THE CITY OF ALAMEDA that, due to the threat to safety posed to the residents of Bay Farm island by the operations of Runways 27L and 27R, and the lack of cooperation on the part of the operators of the airport to effectively alleviate said hazards, the City Council of the City of Alameda hereby urges the adoption of Assembly Bill No, 3523. * * * * * * * * * * 1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted by the Council of the City cf Alameda in regular meeting assembled or the Eth day of August, 1974, by the following vote, to wit: AYES: Councilmen Beckam, Hurwitz, McCall and Vice President Corica, (4).
