CITY OF ALAMEDA RESOLUTION NO. 8411
SUPPORTING IMMEDIATE REPLACEMENT OF THE DUMBARTON BRIDGE
WHEREAS, the Dumbarton and Antioch Bridges were both constructed in the mid-1920's and are
the two oldest Cal Trans bridges still in use in the San Francisco Bay Area; and
WHEREAS, both bridges are integral parts of the transportation system in the San Francisco
Bay Area; and
WHEREAS, both bridges desperately need replacement due to age and obsolescence; and
WHEREAS, the citizens in Alameda and Contra Costa Counties are anxious to realize the
replacement of the Dumbarton and Antioch Bridges; and
WHEREAS, the California Legislature authorized replacement of the Dumbarton Bridge in 1972; and
WHEREAS, all necessary hearings by the Metropolitan Transportation Commission, Bay Conser-
vation and Development Commission, the United States Coast Guard and the United States Corps of
Engineers on the Dumbarton Bridge replacement have been completed; and
WHEREAS, all clearances for the Dumbarton Bridge's replacement have been completed; and
WHEREAS, the California Legislature is currently considering the replacement of the Antioch
Bridge; and
WHEREAS, the California Department of Transportation has raised concerns about expenditure
of bridge toll monies on bridge replacement versus possible diversion of these bridge toll monies to
other transportation projects; and
WHEREAS, legislation has been drafted which would permit diversion of bridge tolls from the
Bay Area to mass transportation projects; and
WHEREAS, Assemblyman Vasconcellos is proposing a referendum on the expenditure of bridge
toll revenues for the replacement of the Dumbarton Bridge on the premise that the voters of the whole
Bay Area should decide whether or not toll revenues should be used for this bridge's replacement or the
monies be diverted to mass transportation construction; and
WHEREAS, bridge tolls are a user fee rather than a general tax on the citizens of the Bay
Area; and
WHEREAS, the citizens of Alameda and Contra Costa counties have contributed the bulk of all
toll revenues on most Bay bridges; and
WHEREAS, revenues from the Dumbarton and Antioch Bridges have been used for replacement and
construction of other Bay Area bridges; and
WHEREAS, the citizens of Alameda and Contra Costa Counties have made heavy financial contri-
butions to the construction of the Bay Area Rapid Transit system without the assistance of the tax
payers of San Mateo and Santa Clara counties; and
WHEREAS, delays in the replacement of these bridges is costing the State of California over
$1 million per month due to inflation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that we strongly urge
that the replacement of the Dumbarton and Antioch Bridges proceed without further delay and requirements
for referendums, and that such bridge toll funds as may be necessary to finance the replacement of these
bridges be reserved in legislation seeking to divert bridge toll funds to other transportatiou usages.
BE IT FURTHER RESOLVED that the City Clerk is hereby instructed to send copies of this
resolution to the Governor of California; members of the Assembly Transportation Committee; Donald Burns,
Secretary of Business and Transportation; city councils in Alameda and Contra Costa Counties; the League
of California Cities; and the Alameda County Mayors Conference,
