AUTHORIZING EXECUTION OF CONTRACT WITH MKGK FOR PREPARATION OF
ENVIRONMENTAL IMPACT REPORT FOR COMMUNITY MASTER PLAN - HARBOR
BAY ISLE
Whereas, the state Envirormental Quality Act of 1970 (Secs. 2100 and following, Public
Resources Code) requires, among other things, local governmental agencies to make an environmental
impact report nn certain projects which may have a significant effect on the environment within
said agencies; and
WHEREAS, a joint venture of Doric Development, Inc„ and Utah International, Inc„ has
proposed the plans for development of a portion of Bay Farm Island within the City, said project
being identified as "Harbor Bay Isle, which the Council finds will have a significant effect
on the City's environment; and
WHEREAS, the Council, in order to undertake and prepare the report mandated by said
Act, has through its staff interviewed recognized consultants who are competent within the fields
required in order to make the report in documented form for the City, and the Council has now been
fully advised and is prepared to authorize an agreement with a consultant to prepare such report,
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that the Mayor and
City Clerk be, and each hereby is, authorized and directed to execute and to attest to, respectively,
an agreement, on behalf of the City, with Marshall Kaplan - Gans & Kahn (MKGK), by which the latter
will perform personal services consisting of the prepration in written form of the report hereinabove
referred to, all in accordance with said state Environmental Quality Act of 1970. Said agreement shall
provide for a maximum fee to the contractor of $25,000, and shall contain the specific undertakings,
among others, contained in the consultant's written proposal heretofore submitted to the City,

I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
introduced and adopted by the Council of the City of Alameda in regular meeting assembled on the
18th day of November, 1975, by the following vote, to wit
AYES: Councilmen Beckam, Oiament, Hurwitz, Sherratt and President Corica, (5),
NOES: None,
ABSENT: None.
