The Problem
Alameda has up to 9,000 one to two story, wood frame,
residential structures in need of seismic retrofit.
Many of these structures are on the Historic Building
Study List.
USGS Earthquake Hazard Maps indicate Alameda will
experience violent shaking and liquefaction in future
earthquakes.
ABAG has concluded that 88,000 housing units, in
Alameda County, will be uninhabitable following a 6.9
earthquake on the Hayward Fault.
Retrofit Standards
• Standard Plan A — Residential Seismic
Strengthening Plan.
A simple 2 page set of plans available at the Permit
Center and on the City web site. Plans include all details
necessary to allow homeowner or contractor to complete a
retrofit project.
• Chapter A3 — 2006 International Existing Building
Code.
— Clear easy to follow prescriptive standards for the seismic
strengthening of existing one to two story, wood frame
residential buildings.
Incentives
• Adopt prescriptive standards for seismic retrofit
• Exempt seismic retrofit projects from the
requirement to upgrade plumbing, mechanical,
electrical and fire /life safety systems.
• Allow seismic retrofit projects using the adopted
standards to be designed without having to hire an
architect or engineer.
• Reduce permit fees to a flat rate of $150.
