A RESOLUTION OF THE CITY OF ALAMEDA REGARDING CETA
REENACTMENT (S.2570/HLR.11086)
WHEREAS, the purpose of CETA is "...to provide job training
and employment opportunities for economically disadvantaged per-
sons, unemployed or underemployed persons which will result in an
(ultimate) increase in their earned income," we offer the follow-
ing resolutions in transmittal of the 1) Summary of Issues and
Recommendations, and 2), Detailed Analysis of CETA Reenactment
(S.2570/H R.11086).
NOW, THEREFORE, BE IT T;ESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that we strongly support the position that Prime
Sponsors provide planning council with staff as needed and not
fund independent staff hired by and accountable solely, to the
planning council. We urge Congress to reject such language and
substitute a requirement providing planning; council with support
staff hired by and accountable to the Prime Sponsors. We also
reject the notion that the Law should define the Chairperson as
a public member.
BE IT FURTHER RESOLVED that we adopt the position that the
general language of CETA reenactment is counter productive to
local decision-making authority and denies Prime Sponsors and
elected officers the programmatic flexibility needed to offer
programs and services that are responsive to local needs We
support the notion that the Administration's bill should be a
flexible, decentralized system without earmarked program funds.
BE IT FURTHER RESOLVED that we agree that the CETA reenact
ment bill (5..2570 /H.R.11086),fails to resolve the retirement
issue. We reject the effect of the bill which is to require
state and local governments and private nonprofit employers to
contribute_ up to 20% of Public Service Employee payroll costs out
of local general tax revenues to provide retirement coverage for
most CETA enrollees. We urge adoption of allocation of 90% of
the funds under Title VI by formula instead of the 85 %. We favor
an increased salary for PSE jobs targeted on some factor that
achieves geographical indexing.
BE IT FURTHER RESOLVED that we recognize the need for
reporting, documentation, accountability and :.information on
program outcome and results. However, expanding paperwork require-
ments which are often duplicative and burdensome can detract staff
from service delivery to clients. We urge that a major effort be
undertaken to streamline reporting, and documenting procedures.
