CALLING A SPECIAL ELECTION IN THE CITY OF ALAMEDA
FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS THEREOF
THE QUESTION OF WHETHER PUBLICLY ASSISTED HOUSING FOR
LOW AND MODERATE INCOME PERSONS, INCLUDING THE ELDERLY
OR DISABLED, SHOULD BE CONSTRUCTED IN THE CITY OF
ALAMEDA; FIXING THE DATE OF SAID ELECTION,' THE MANNER
OF HOLDING SAME, AND PROVIDING FOR NOTICE THEREOF;
AND CONSOLIDATING SAID SPECIAL ELECTION WITH THE
GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY
ON MARCH 6, 1979
WHEREAS, there resides throughout the City of Alameda a
number of persons, including the elderly or disabled, who lack
the amount of income necessary to enable them without financial
assistance to live in decent, safe, and sanitary housing without
overcrowding; and
WHEREAS, the City of Alameda, with Federal or State
financial assistance, is in a position to assist in the development,
construction or acquisition of housing to be available to such low
and moderate income persons wii.hin the City but may .not do so until .
a majority of the qualified voters of the City at an election approve
the development, construction or acquisition of such housing; and
WHEREAS, the City Council of the City of Alameda determines
that it is in the public interest that decent, safe' and sanitary
housing be made available within the City to persons of low and
moderate income, including the elderly or disabled.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
ALAMEDA that:
Section 1. A special election shall be and is hereby
ordered to be held in the City of Alameda on Tuesday, March 6, 1979,
at which election there shall be submitted to the qualified voters
of the City the following measure:
MEASURE H
Shall the City of Alameda use Flo using and
Community Development Act monies to facilitate
the private development of dwelling units, some
of which may be used to provide living accommo-
dations_for low and moderate income persons, which
may include the handicapped and elderly,; provided
that: (1) No more than 49% of said dwelling units
may be used for subsidized housing for persons of
low and moderate income; (2) The only site for the
construction of said dwelling units will be those
certain pieces of real property shown on the Alameda
County Assessor's 'Map as Parcels 74- 434 -1, 74. 433 -9,
74- 432 -14 and 74- 436 -26, more commonly recognized as
the property bordered by Atlantic and Buena Vista
Avenues westerly of Webster Stre

Section 2„ Said special election shall be held and
conducted, and the votes thereat received and canvassed, and the
result thereof ascertained and determined as herein provided; and
in all particulars nor prescribed by this resolution said special
election shall be held and conducted and the votes received' and
canvassed in the manner provided by law for the holding of general
municipal elections in said City.
(a) All persons qualified to vote at municipal elections
in the City of Alameda upon the date of the e ection herein
provided for shall be qualified to' vote ' upon the measure sub
at said special' election:
(b) The polls at the polling places hereinafter designated
for said special election shall be opened at 7 ;00 a.m. (P.S.T.) of
said day of election, and shall be kept open, continuously there-
after until 8 ;00 p.m. (P.S.T.) of said day of election when the
polls shall be closed (except as provided in Section 14301 of the
Elections Code), and the election officers shall thereupon proceed
to process the ballots cast thereat.
(c) Said special election shall be and is hereby consolidated
with the General .Municipal Election to be held in said City of
Alameda on the date of said special election hereby called, and the
election precincts, polling Places and voting booths shall in every
case be the same, and there shall be only one set of election officers
in each of said precincts; and the precincts, polling places and
icers of election for said special election shall be the same -as

said General .Municipal Election in said City of Alameda by resolu-
tion, to which resolution reference is hereby made' for a designation

Section 3. The City Clerk of the City of Alameda is hereby
directed upon the passage and adoption of this resolution to
publish a synopsis of the measure in the Alameda Times-Star once a
week for two successive weeks, in compliance with State Govern-
ment Code Section 6066 and State Elections Code Section 22835.

was duly and regularly introduced and adopted by the Council of the
Gity of Alameda in regular meeting assembled on the 2nd day of January,
1979, by the following vote, to wit:
