ENDORSING FORMULA FOR DISTRIBUTION OF PARKLAND AND
RENEWABLE RESOURSES INVES'T'MENT PROGRAM BOND ACT FUNDS
{PROPOSITION 1, ON JUNE 3,1980 BALLOT}
WHEREAS, Proposition 1, "Parkland and Renewable Resources
Programs," to be voted upon in the June Primary Election, has a
provision to provide $95,000,000 in one hundred percent grants to
cities, counties and districts, and of this amount the estimated
allocation for Alameda County is $4,343,571; and
WHEREAS, Alameda County, being one of the largest counties
in California and containing two State facilities, Crown Memorial
State Beach in Alameda and Del Valle Reservoir, south of Livermore,
has not received any State monies from previous bond issues for
development of these two facilities; and
WHEREAS, the State, Urban and Coastal Park Bond Act of
1976 provided fifteen percent of the total allocations to Regional
Park agencies and eighty -five percent of the total allocation to
any City or Special District going to provide historical, acquisi
tion, development or preservation projects; and
WHEREAS, the projects completed in the 1976 Bond Act have
and will continue to have an impact on the Urban Resources for
Recreation, Parks and IIistor.ica1 Facilities in Alameda County,
and that in order to build upon this success, the sae priority
plan or distribution of bond monies :should be implemented; and
WHEREAS, all those agencies .involved in the Parklands
and Renewable Resources Investment Program shall be encouraged to
cooperate to provide continuity in the distribution of bond monies.
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of Alameda endorses a distribution formula for the 1980 Bond
Act monies; if passed by the voters; that will allocate eighty-
five percent of the total allocation coming to Alameda County to
Cities or Special Districts and fifteen percent to Regional Park
agencies and that al '1 the appropriate agencies support such distri-
bution formula.
BE IT FURTHER RESOLVED that the City Council of the City
of Alameda strongly urges that the State of California allocate
a potion of the State's share of the Bond Act monies to Alameda
County for improvements to Crown Memorial State Beach in Alameda
and to Del Valle Reservoir., south of Livermore.
