Resolution 09493CITY OF ALAMEDA RESOLUTION NO. 9493 CERTIFYING THE ENVIRONMENTAL DOCUMENT FOR THE PATTON WAY PROJECT AND APPROVING SAID PROJECT WHEREAS, Assessment, her was prepared :fo which discloses and recommended an Environmental Impact Report /Environmental inafter referred to as the Environmental Document, the Patton Way Project on September 27, 1980, the environmental impacts of the proposed project certain mitigation measures; and wrni;AS, the City of Alameda Planning Board hearing on September 29, October 16 and October 29 review the Environmental Document and the proposed held a public 1980, to project; and WHEREAS, the Planning Board has considered the Patton Way Project as described in Attachment A, and Figure 1, and has warded the the Final Environmental Document to the City Council and WHEREAS, the General Plan recommends the construction of Patton Way; and WHEREAS, Patton Way would relieve traffic congestion on Webster Street, improve the level :of service on the street, facilitate traffic movement to the east and 'southern portions of the community; and WHEREAS, Patton Way should reduce on Webster Street; he number of accidents NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council certifies that the Environmental Document has been prepared in conformance with NEPA, CEQA, federa: state and local guidelines, and that it has reviewed and consoli- dated the information contained thereon; BE IT PURTIER RESOLVED that the following mitigation measures will be incorporated into the ,project to mitigate or void the substantial environmental effects as identified in the Environmental Document. 1. BE IT FURTHER RESOLVED that IT HAS THEREFORE BEEN DETER - MINED that the potential significant effects of the project have been eliminated by the inclusion of these mitigation measures; BE IT FURTHER RESOLVED that the Alameda City Council approves the Patton Way Project and staff is instructed to pro- ceed with project development, including coordination with state and federal agencies as appropr ATTACHMENT A PATTON WAY PROJECT DESCRIPTION The proposed Patton Way roadway would serve as a bypass for traffic entering or leaving Alameda via the Webster Street and Posey Tubes. The roadway would begin at Tynan Avenue near the southern end of the tubes and end at the northwestern corner f the intersection of Lincoln Avenue and Eighth Street, as shown in Attachment B. The length of the roadway would be approxi- mately 4,000 feet. The total width of the right -of -way south of Atlantic Avenue would be 80 feet. North of Atlantic Avenue the right -of- way widens to over 250 feet in the vicinity of Bethlehem Avenue, at the approaches to the tubes. The proposed roadway would consist of two basic sections. South of the proposed Atlantic Avenue Ex ens on, which is not a part of this project, the roadway is contained; within the exist- ing 80 -foot abandoned railroad right -of -way, to avoid extensive acquisition and relocation. The roadway would consist of two 11 -foot travel lanes in each direction, an 11 -foot center area for left turns, as required (at Buena V sta Avenue and at Lincoln Avenue), or as a landscaped median, two 1 -way bike paths and narrow strips along each side for low landscaping and soundwall installation. Additional right -of -way would be acquired at two locations for bus stops at Buena Vista Avenue and Pacific Avenues. Due to the constricted space within the 80-foot right-of-way, very little landscaping can be provided adjacent to the sound walls other than ground cover and ivy-type materials. Therefore, median landscaping will be maximized through this area. North of the proposed Atlantic Avenue Extension additional right-of-way width would be acquired to provide space for the four travel lanes plus left turn lanes (at Mariner Square Drive), a single 2-way bike path east of the northbound Patton Way road- way, bus stops at Atlantic Avenue and the relocated Southern Pacific railroad track. Provisions would be made for a double left-turn lane into the proposed Marina Village Parkway near the drive-in theatre. Extensive landscaping could be provided within the variable width median areas and on the embankment slopes of the approaches to the Webster Street overcrossing. A two-lane overpass woulLd be constructed over Webster Street, just south of Tinker Avenue. It would carry southbound traffic from the Webster Street Tube, across Webster Street to a more direct southbound route to the eastern and southern por- tions of the island. Patton Way would be constructed at grade, with minimal cutting or filling required except for the approaches to the Webster Street overcrossing. The proposed roadway would inter- sect three through streets: Eagle Avenue, Buena Vista Avenue, and Pacific Avenue, plus the proposed right -of -way of Atlantic Avenue. The intersections of Eagle Avenue and Pacific Avenue would have stop signs on the cross streets; the intersections at Buena Vista Avenue, I.,incoln Avenue and the proposed Atlantic Avenue would have signals. Marina Village Parkway would have a signal for left turns and for northbound Patton Way -- southbound Patton Way traffic would not be controlled. At the northern end of the Patton Way corridor (north of the future Marina Village Parkway) acoustical walls would not be required, and landscaping would be given a more informal, less linear treatment. Erosion control would be a major consideration in the design of planting where Patton Way rises to cross the overpass at Webster, Street. The 2:1 slopes of the embankment in this location would require use of erosion - controlling matting and planting until the groundcove becomes established. Throughout the corridor, groundcover would be selected for low maintenance stance. To provide visual interest, some shrubs and seasonal flowering trees would be planted. Irrigation would be time - controlled, and either a drip or a convential spray system would be used Mitigation measures to be included in the project include: 1. A "Neighborhood Protection Plan" to reduce the impact of traffic filtering through the neighbor- hoods. The plan could include such measures as: (a) prohibiting left turns from southbound Eighth Street onto eastbound Haight, Taylor and Santa Clara Avenues, (b) prohibiting shortcutting traf- fic on north-south streets east of Eighth Street. This plan would be developed with the participation of the Traffic Advisory Committee and residents of the neighborhoods affected by the traffic flow of Patton Way; 6. Construction should be limited to the hours of 8 A.M. to 5 P.M.; 7. The noise wall should be built as early as possible in the construction period; 8.
