ENDORSING SENATE BILL 358 SUPPORTING STATE ASSISTANCE
FOR LIBRARY SERVICES
WHEREAS, the passage of Proposition 13 put severe
.ncial constraints on the Alameda Free Library and on more
one hundred fifty local public libraries in the state, and
than
WHEREAS; current state law provides for a program of
grants and reimbursements, under the California Library Services
Act, to specific qualifying library systems only; and
WHEREAS; Senate Bill 385 introduced by Senators Nielsen,
Ayala, Beverly, Johnson, Marks, Pe is, Robbins; Speraw, St ern
and Watson and Assemblymen Alatorret Bergeson, Farr, Filante,
Imbrecht, Ivers, Martinez, Thurman and Torres, would enact
various provisions to provide equitable and adequate funds to the
public libraries of the state which are established under various
provisions of law, and which, historically dependent for their
support on local property tax revenues, face a fiscal crisis as a
result of ad valorem tax limitations imposed by Article XIIIA of
the California Constitution, and

NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council goes on record as supporting the
adoption by the Legislature of Senate' Bill 358.
BE IT FURTHER RESOLVED that copies of this Resolution be
sent to the Governor of the State of California, The honorable
Edmund G. Brown, Jr., the legislators representing the City of
Alameda and the League of California Cities.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on 16th day of June, 1981
by the following vote to wit:
AYES: Councilmen Diament, Gorman, Stone, and Vice Mayor Sherratt - 4
