Resolution 09574CITY OF ALAMEDA RESOLUTION NO. 9574 URGING THE WESTERN AREA POWER ADMINISTRATION TO ALLOCATE POWER TO THE BUREAU OF ELECTRICITY WHEREAS, the City of Alameda's Bureau of Electricity commenced the operation of its municipally -owned electric system in 1888 and has continuously, reliably and economically served its citizens for 93 years; and WHEREAS; Alameda's Bureau of Electricity genera power until 1924 and has subsequently purchased all of power requirements from PGandE; and WHEREAS, the Bureau o; agency under Federal law; and ed its own its bulk y qualifies as a preference HEREAS, the Bureau of Electricity was apparently precluded om obtaining an allocation of power from the Central Valley eject, when that project began operation, because of alleged contractual constraints; and WHEREAS, er of CVP ,po ! when the pr although no Bureau of E occasions; pow ectri nd the Bureau of Electricity requested an allocation om the Bureau of Reclamation in the late 1960's, s preclusion became no longer apparent and s available for allocation at that time, the y has reiterated its request on numerous REAS, power has become available for allocation as a result of the Santa Clara settlement; and WHEREAS, the Western Area Power Administration has indicated that conservation and the development of renewable resources is of great importance; and WHEREAS, the Bureau of Electricity has a conservation program;in operation; is developing a solid - waste fired electric generating station and is participating in the Northern Cali fara�ia Power Agency's development of geothermal and hydro - electric generation; and EREAS, the disparities between the actions of the California Public Utilities Commission and the Federal Energy Regulatory Commission have generated a "Price squeeze" situation, causing the Bureau desperately to need a source of lower cost power in order to provide the financial margin to continue its efforts in the conservation and development of renewable resources; and bene REAS, f any NOW OF ALAMEDA Power Admin he Bureau of Electricity has never enjoyed the ederally generated power. THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY hat said Council strongly urges that the Western Area stration make the maximum possible allocation of both firm and withdrawable power to the Bureau of Electricity in order to afford its customers their rightful share of federally generated power and to provide the Bureau of Electricity with the financial margin to continue its efforts in conservation and the development of renewable resources. BE IT FURTHER RESOLVED that the Bureau of Electricity w cooperate fully with the Western Area Power Administration in efforts to further the objectives of conservation, expedite the development of renewable resources; and develop ways to provide for energy support for Western's generating capacity. s 1, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of The city of Alameda in an adjourned regular Council meeting assembled OD the 9th0f July, 1081, by the following vote to wit: AYES: Councilmen Diament, Gorman, Sherratt, Stone, and President corica - 5.
