URGING THE WESTERN AREA POWER ADMINISTRATION TO
ALLOCATE POWER TO THE BUREAU OF ELECTRICITY
WHEREAS, the City of Alameda's Bureau of Electricity
commenced the operation of its municipally -owned electric system
in 1888 and has continuously, reliably and economically served its
citizens for 93 years; and
WHEREAS; Alameda's Bureau of Electricity genera
power until 1924 and has subsequently purchased all of
power requirements from PGandE; and

program;in operation; is developing a solid - waste fired electric
generating station and is participating in the Northern Cali fara�ia
Power Agency's development of geothermal and hydro - electric
generation; and
EREAS, the disparities between the actions of the
California Public Utilities Commission and the Federal Energy
Regulatory Commission have generated a "Price squeeze" situation,
causing the Bureau desperately to need a source of lower cost
power in order to provide the financial margin to continue its
efforts in the conservation and development of renewable resources;

THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY
hat said Council strongly urges that the Western Area
stration make the maximum possible allocation of both
firm and withdrawable power to the Bureau of Electricity in
order to afford its customers their rightful share of federally
generated power and to provide the Bureau of Electricity with the
financial margin to continue its efforts in conservation and the
development of renewable resources.
BE IT FURTHER RESOLVED that the Bureau of Electricity w
cooperate fully with the Western Area Power Administration in
efforts to further the objectives of conservation, expedite the
development of renewable resources; and develop ways to provide
for energy support for Western's generating capacity.
