AFFIRMING COUNCIL'S SUPPORT FOR JOINT EFFORT WITH
THE UNIVERSITY OF CALIFORNIA AND OTHER EAST BAY CITIES
FOR ESTABLISHMENT OF A BIOTECHNICAL RESEARCH CENTER
IN THE EAST BAY
WHEREAS, the Bay Area's economic and employment future will
largely be shaped by its ability to continue fostering growth
and retainment of high technology industries; and
WHEREAS, biotechnology is one of the newest and most
promising high technology industries now developing in the Bay
Area and
WHEREAS, biotechnology industries are concerned with
problems facing society in treating and preventing disease, improving
agricultural production and addressing energy requirements; and
WHEREAS, the University of California has been one of the
foremost research and development institutions in the field of
biotechnology; and
WHEREAS, East Bay communities are ideally situated to
attract industries that grow out of the biotechnology research and
development conducted by the University of California; and
WHEREAS, such new industries will directly and indirectly
create new job opportunities for residents of the East Bay and help
provide a stronger local tax base; and
WHEREAS, thre is a need to expeditiously attract and retain
organizations engaged in biotechnology and to prevent the departure
of research scientists and organizations from the Bay Area to
other geographical areas;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council will work cooperatively with other East
Bay jurisdictions and the University of California to develop and
promote legislation that would enable the development of a scientific
research park in the East Bay wherein biotechnology research would
be conducted and the exchange of ideas and technologies between the
academic and business section would be facilitated; and
BE IT FURTHER RESOLVED that the City Council of the City of
Alameda will work cooperatively with other East Bay jurisdictions
and the University of California to establish a public authority
that can manage the research park and issue bonds to facilitate the
development of the park in a manner assuring the highest possible
public benefits.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the City
of Alameda in regular meeting assembled on the 2nd of February, 1982,
by the following vote, to wit:
AYES: Councilmen Diament, Gorman, Sherratt, Stone, and President Corica - 5.
NOES: None.
ABSENT: None.
