Resolution 09741CITY OF ALAMEDA RESOLUTION NO. 9741 OPPOSING ASSEMBLY BILL 2418 CONCERNING TRANSFER OF INCREASED PROPERTY TAXES TO SCHOOLS WHEREAS, Assembly Bill 2418, as proposed, would permit school districts to propose to the voters a shift of up to one - half of the annual growth in property tax revenues from cities, counties and special districts to a school district; and WHEREAS, AB 2418 proposes that the voters could increase the revenue limit for each school district by -a transfer of property tax revenues from local government to schools; and WHEREAS, such a vote would not be and therefore could be approved by a majo a two- thirds vote; and ons ity dered a tax increase_ vote rather than WHEREAS, AB 2418 would not permit cities or counties to propose a comparable shift in tho opposite direction, nor does it provide for a means of making up this revenue loss; and REAS, AB 2418 would force cities and counties to battle over a very limited revenue source; and WHEREAS, adequate and long -term financial resources are needed by each level of government; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that said Council opposes AB 2418 as a completely inadequate plan for the funding of schools and local government; BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward copies of this resolution' to Governor Jerry Brown, Chairs of the Assembly Committee on Revenue and Taxation, Assemblyman Elihu Harris and State Senator Nicholas C. Petris.
