URGING OPPOSITION TO ALL FINANCIAL CUTS IN FEDERAL
AND STATE PROGRAMS FOR THE HANDICAPPED
WHEREAS, in accordance with the Governor's proposed budget
there will be inadequate allocations to continue the level of
services to individuals with disabilities as presently provided
by he State Developmental Disabilities Services Department to
176,000 individuals living in State hospitals and local communi-
ties, as well as workshop services to adults provided by the Re-
habilitation Department, services to local schools,, county districts
and special, state schools provided by the Special Education De-
partment and day services to adults attending Adult Education
or Community Colleges provided by the Past Secondary Education
Department; and
WHEREAS, the proposed Federal Budget, by proposed budget
reductions and deregulation of important safeguards and rights,
jeopardizes services to people who are handicapped; and
WHEREAS, the Mayor's Committee for the Handicapped has
expressed concern that all advancements for the handicapped over
the past years will be negated should the proposed inadequate
allocations become a reality
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that this Council urges opposition to all financial
cuts in Federal and State Programs' for individuals who are handi-
capped;
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to forward copies of this resolution to U.S. Senators
Alan Cranston and S. I. Hayakawa, Congressman Fortney H. (Pete)
Stark, Governor Edmund G. Brown, Jr., State Senator Nicholas C.
Petris and State Assemblyman Elihu Harris.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in a regular adjourned meeting assembled on May 11, 1982,
by the following vote to wit:
AYES: Councilmen Diament, Gorman, Sherratt, Stone and President Corica - 5.
NOES: None.
ABSENT: None.
