STATING AND REQUESTING CONSOLIDATION OF A SPECIAL
MUNICIPAL CHARTER AMENDMENT ELECTION TO BE HELD TUESDAY,
NOVEMBER 2, 1982, WITH THE STATE OF CALIFORNIA GENERAL
ELECTION TO BE HELD TUESDAY, NOVEMBER 2, 1982 (MEASURE E)
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that
pursuant to the provisions of Chapter 4, Part 2, Division 12, of the
Elections Code of California, and of Section 23302 thereof, a Special
Municipal Charter Amendment Election for the purpose of submitting
to the qualified voters of the City a Charter amendment
measure as set forth in the statement of the questions below, be con-
solidated with the State of California General Election to be held
on Tuesday, November 2, 1982.
BE IT FURTHER RESOLVED that the election precincts, polling
places, voting booths, and election officers who shall conduct said
Special Election are hereby designated to be the same as the election
precincts, polling places, voting booths, and election officers as
shall be designated, established and appointed by resolution or ord-
inance of the Board of Supervisors of the County of Alameda for the
purpose of holding and conducting said General Election within the
territory affected by this order of consolidation, and that said elec-
tion shall be held in all respects as if there were only one election.
BE IT FURTHER RESOLVED that the Board of Supervisors of said
County of Alameda is hereby authorized and empowered to canvass the
returns of said Special Municipal Charter Amendment Election and
certify the results thereof.
BE IT FURTHER RESOLVED that the Board of Supervisors of the
County of Alameda, be, and it is hereby requested to make its order
and to take such other and further proceedings as may be necessary
to effect the consolidation of said Special Municipal Charter Amend-
ment Election with said State of California General Election, all
in accordance with the laws of the State of California regulating
and providing for the consolidation of elections.
BE IT FURTHER RESOLVED that the exact form of the measure to
be voted on at said Special Municipal Charter Amendment Election,
and as the same is to appear on the ballot, is as follows:
MEASURE E: Charter Amendment
Shall the Charter of the City of Alameda be
amended to delete obsolete language and permit
the City Council to establish by ordinance
the departmental organization of the City?
Said amendment will be accomplished by amending
Sections 2-3, 2-12, 7-4, 13-1, 13-2 and 13-3
and by deleting Sections 7-5, 7-6, 7-7, 7-8,
7-9, 7-10, 7-11, 7-11.1 and 7-12, all as more
fully set forth in Resolutin No. grirof the
Council of the City of Alameda.

BE IT FURTHER RESOLVED that the measure hereinabove referred
to shall be designated on the ballot as "Proposed Amendment to the
Charter of the City of Alameda, California."
BE IT FURTHER RESOLVED that the City Clerk of the City of
Alameda is hereby directed to immediately file with the Board of
Supervisors, County of Alameda, State of California, this Resolution,
\J duly certified by said City Clerk, and file a copy of said certified
Resolution with the County Clerk of the County of Alameda. State cf
California.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on 20th of July, 1982,
by the following vote to wit:
AYES: Councilmen Diament, Gorman, Stone and President Corica -
NOES: None.
ABSENT: Councilman Sherratt - 1.
