REGARDING THE DESIGNATION OF SERVICE DELIVERY AREAS
UNDER THE JOB TRAINING PARTNERSHIP ACT
WHEREAS, the City of Alameda is a member of the consortium
establishing the Alameda County Training and Employment Board
(ACTEB), the designated Employment and Training Agency in Alameda
County; and
WHEREAS, the consortium comprised of twelve Alameda County
cities and the unincorporated area of Alameda County was formed
for the express purpose of providing comprehensive employment
and training services to the economically disadvantaged, under-
employed, and unemployed persons of Alameda County; and
WHEREAS, the Federal legislation known as the Job Training
Partnership Act requires that application be made to the Governor
of the State of California to establish the Alameda County Train-
ing and Employment Board (ACTEB) as a designated Service Delivery
Area (SDA) under this legislation; and
WHEREAS, it is the intent of the City of Alameda to remain
within the consortium designation represented in the Alameda
County Training and Employment Board (ACTEB).
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council agrees to its continued membership
in the consortium known as the Alameda County Training and Employ-
ment Board (ACTEB); and
BE IT FURTHER RESOLVED that the City Council of the City
of Alameda agrees to enter into a Joint Powers Agreement with
the members of the Alameda County Training and Employment Board
(ACTEB) once the Governor of the State of California has designated
this consortium as a Service Delivery Area (SDA) under the Job
Training Partnership Act (JTPA); and
BE IT FURTHER RESOLVED that the City Council of the City
of Alameda requests that the Governor of the State of California
take prompt action to approve the designation of the Alameda
County Training and Employment Board consortium as a designated
Service Delivery Area (SDA) for the purpose of providing employ-
ment and training services to the residents of Alameda County
as authorized in the Job Training Partnership Act (JTPA).
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled OR the 15th of February, 1983,
by the following vote to wit:
AYES: Councilmembers Diament, Gorman, Sherratt and President Corica 4.
NOES: None.
ABSENT: None.
ABSTENTIONS: Councilmember Stone - 1.
