A RESOLUTION APPROVILG MEMCRANDUM OF UNDERSTANDING
AGREEMENT AMONG THE PORT OF OAKLAND, CITY OF OAKLAND,
CITY OF SAN LEANDRO AND CITY OF ALAMEDA TO STUDY
AREA-WIDE TRAFFIC IMPACTS DUE TO DEVELORMENT PROJECTS
WITHIN THEIR JURISDICTIONS
WHEREAS, the general area encompassing Bay Farm Island,
Oakland Airport, the industrial and commercial areas west of the
Oakland/Alameda County Coliseum, and the northwest portion of the
City of San Leandro is experiencing growth and has the capacity
for greater development in the future; and
WHEREAS, the economic benefits, employment opportunities
created by this development are of vital importance to the cities
of Alameda, Oakland, San Leandro and the Port of Oakland; and
WHEREAS, maximum economic benefits can be achieved through
cooperative development of the commercial and industrial properties
in this area including the Oakland Airport, Oakland Airport Busi-
ness Park, Harbor Bay Isle, and the northwest portion of the City
of San Leandro; and
WHEREAS, ground access improvements to this area will be
required in the future to realize its full potential for job gen-
eration and business expansion, and
WHEREAS, these ground access improvements can best be achieved
through the cooperative efforts of the government agencies and major
property owners benefitting from this development; and
WHEREAS, the cities of Alameda, Oakland, and San Leandro
and the Port of Oakland are presently formulating a Memorandum
of Understanding to jointly pursue these ground access solutions;
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that as a beneficiary of this expansion the City of
Alameda agrees to cooperate and work with these jurisdictions and
property owners to provide an efficient transportation system to
permit the full development of this area for the mutual benefit
of the parties involved; and
BE IT FURTHER RESOLVED that the City Manager be and hereby
is authorized to execute, and the City Clerk to attest, on behalf
of the City, said Memorandum of Understandinu.
MEMORANDUM OF UNDERSTANDING
BE IT RESCLVED that the City of Alameda, the City of Oakland, the Port
of Oakland, and the City of San Leandro do hereby agree to jointly pursue
a further understanding of the impacts of projected development on traffic
flow in the study area; to contact the Metropolitan Transportation Commission,
the California Department of Transportation, and Alameda County to present
and discuss with them the extent of the traffic problem; and to jointly and
equally fund further study, if required, with a total cost not to exceed
$20,000, the scope of which study shall be approved by all parties to this
agreement in advance; and be it
FURTHER RESOLVED that these four named parties, together with other
appropriate agencies, shall jointly suggest improvements to the present road
network to alleviate these traffic impacts, and shall jointly pursue imple-
mentation of these solutions through whatever means are available.

City of Alameda in regular meeting assembled on the 17th of April, 1984,
