REJECTING ALL BIDS FOR THE CONSTRUCTION OF HARBOR BAY
BUSINESS PARK MAJOR STORM DRAIN OUTFALL AND AUTHORIZING
REBIDDING ON A SCALED-DOWN VERSION OF THE PROJECT
WITHIN THE FUNDS AVAILABLE AND OPEN MARKET PURCHASE
OF THE PIPE
WHEREAS, on April 3, 1984 the City Council adopted speci-
fications and Plans and called for bids of the Construction of
Harbor Bay Business Park Major Storm Drain Outfall, PW 3-84-6;
and
WHEREAS, all bids submitted were over the Engineer's esti-
mate and did not fall within the existing construction budget;
and
WHEREAS, revision of the scope of the project should
result in a lower bid; and
WHEREAS, it has been determined that purchase of the re-
quired 96" diameter Pipe on the open market is necessary to meet
permit time requirements;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council hereby rejects all bids received
and opened on April 19, 1984 in response to its call for bids
for the Construction of Harbor Bay Business Park Major Storm
Drain Outfall; and
BE IT FURTHER RESOLVED that said Council will receive
sealed bids up to the hour of 2:00 o'clock p.m. on THURSDAY,
MAY 17, 1984, for furnishing to the City of all labor, materials,
machinery, tools and equipment necessary for the Construction
of Harbor Bay Business Park Major Storm Drain Outfall, in
accordance with revised specifications and plans. Bids must
be presented to the City Clerk in the City Hall, Alameda,
California, under sealed cover and plainly marked on the
outside. "Proposal for Construction of Harbor Bay Business Park
Major Storm Drain Outfall," or similar designation.
Contract, if awarded, will be awarded subject to the pro-
visions of the Charter of the City of Alameda, to the responsible
bidder who submits the lowest and best bid. The right is reserved
to reject any or all bids.
Said revised specifications may be had by any prospective
bidder on application to the Director of Public Works, at his
office in the City Hall, Alameda, California.
The City Clerk is hereby driected to advertise, in the
Alameda Times-Star, a notice calling for sealed bids, in accordance
with the provisions of this resolution and of said specifications
and plans.
BE IT FURTHER RESOLVED that pursuant to Section 3-15 of
the City Charter the Public Works Director is hereby authorized
to negotiate and purchase the required 96" diameter pipe on the
open market.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 1st of May, 1984,
by the following vote to wit:
AYES: Councilmembers Gorman, Hanna, Lucas, Monsef and President Diament - 5.
NOES: None.
ABSENT: None.
