ADOPTING RELOCATION ASSISTANCE POLICY
FOR LOCAL RESIDENTS TEMPORARILY OR PERMANENTLY
DISPLACED AS A RESULT OF CDBG-FUNDED ACTIVITIES
WHEREAS, the City of Alameda is an eligible applicant for Curnrnonitv
Development Block (�rontEntitlennenffunds authorized under Title I of the Housing and

WHEREAS, Community Development Block Grant Interim Instructions require
that participating communities adopt a policy for assisting low- and moderate-income
persons and househo!ds who are displaced as a result of CDBG-funded activity;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMEDA that a Relocation Assistance Policy for local residents temporarily or
permanently displaced as o result of CDBG-funded activity is hereby adopted.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in a Regular Adjourned Council Meeting assembled
on the 7th day of June, 1984, by the following vote to wi t :

Re: Resolution Adopting Local Relocation Policy
Background
Interim Instructions issued by the Department of Housing
and Urban Development in February, 1984, require that Cities
participating in the Community Development Block Grant (CDBG)
program make public any plans which would result in the
permanent displacement of local residents. The Interim
Instructions require furthermore that participating communities
establish a policy for assisting low and moderate income
persons and/or households who would be permanently displaced
as a result of CDBG-funded activities. Although a City may not
anticipate activities which would result in displacement,
a relocation policy is still required. These requirements
extend the stipulations of the Uniform Property Acquisition
and Relocation Act, which requires that certain specific
benefits be offered to residents permanently displaced by
acquisition of property financed with federal funds.
Discussion/Analysis
The City's Community Development Block Grant program
does not involve activities which result in the permanent
displacement of local citizens. The nature of the City's
housing rehabilitation activities, including the rehabilitation
of single-family, multi-family and vacant underutilized
structures, occasionally requires the temporary relocation of
residents while their units are worked on.
For several years the Department has followed a relocation
policy developed to meet the needs of low and moderate income
persons or households temporarily displaced by CDBG-funded
activity. The policy assures that low and moderate income
tenants who are temporarily displaced will be reimbursed with
CDBG funds for actual expenses associated with relocating.
Attachment A to this report is a Proposed Relocation
Policy for the City of Alameda. The policy outlines
notification procedures and terms of assistance. Generally
speaking, displaced tenants are entitled to a replacement
housing payment of S750.00 or the actual cost of the increase
in rent and utilities in the replacement unit.

Budget Consideration/Fiscal Impact
Relocation costs are eligible expenses of the CDBG
program. The adoption of this policy will not have an
impact on the General Fund.
Recommendation
Therefore, it is recommended that the City Council
adopt a resolution establishing a Relocation Assistance
Policy for Alameda residents who are displaced by local
CDBG-funded activity.

CITY OF ALAMEDA RELOCATION ASSISTANCE POLICY
I. Applicability
This policy shall apply in circumstances where:
A. The use of Community Development Block Grant Rehabilitation
Funds will result in the displacement and /or temporary
relocation of occupants of residential units to be
rehabilitated; and
B The activities to be undertaken are not subject to
requirements of the Uniform Relocation Assistance and
Real Property Acquisition Policies Act of 1970, or other
program - specific guidelines (i.e., Section 312, Section
8, etc. )
II. Eligibility
Eligibility under this policy is established for:
A. Owner - occupants earning less than 80% of median income
and occupying their residential unit for at least 60 days
prior to start of construction.
B Tenants earning less than 80% of median income and
occupying the residential unit for at least 60 days
prior to start of construction.
III. Benefits
A. Notification
1. Tenants who are required to move as a direct result
of a City rehabilitation project shall receive a
written Notice of Termination or Right to Continue in
Occupancy. Such notice will provide:
a. the effective date of displacement and estimated
duration therof;
b. an explanation of assistance to be provided; and
c. instruction for receiving assistance.
2 Tenants and /or owner - occupants must give written
notice of intent to relocate within 15 days of
receipt of Notice of Displacement in order to
establish eligibility for assistance.

Relocation Policy
B Displacement Allowance
Eligible tenants shall receive a $100.00 fixed payment.
C. Moving and Storage Allowance
Eligible tenants shall receive the lesser amount of the
following:
1. $400.00 fixed moving expense and expense if storage
is required.
2. $200.00 fixed moving expense if storage is not
required.
OR
3. Actual moving and storage expense.
D. Replacement Housing Payment
Eligible tenants shall receive the lesser amount of the
following for periods established in Section IV:
1. Fixed $750.00 Replacement Housing Payment
OR
2. Actual costs of increase in rent and utilities in
the replacment unit.
E. Housing Placement Assistance
Dislocated parties will be provided with housing
placement assistance through Alamedan's with H.O.P.E.
IV. Termination
A. Temporarily relocated tenants and/or owner-occupants
will remain eligible for assistance for the duration of
the rehabilitation or 30 calendar days, whichever is more.
B Permanently relocated tenants will remain eligible for
assistance for up to 6 months from the date of displacement.
