AUTHORIZING SUBMITTAL OF A UDAG APPLICATION FOR
BALLENA ISLE MARINA TO U.S. DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT
WHEREAS, the Ballena Isle Marina or its assignee proposes
mixed use development of commercial, office, harbor master
quarters and yacht club in compliance with the original Planned
Development approved by the City of Alameda in 1967; and
WHEREAS, the proposal would result in the construction
of a three story, approximately thirty-foot high office building
with ground floor retail space and a gross floor area of 30,000
square feet, and the total project costs shall not exceed
$2,800,000; and
WHEREAS, the proposed development represents uses that
improve the quality of life for residents of the City, relates
well to the character and scale of surrounding buildings and
does not reduce livability; and
WHEREAS, the proposed project would create pemanent
employment for seventy-five persons including forty-five office
jobs, twenty jobs in retail sales and five jobs in janitorial
services, building security and residential services; and
WHEREAS, an Environmental Assessment is required by the
Department of Housing and Urban Development of all applicants
seeking financial consideration; and
WHEREAS, the City Planning Department has done an Environmental Assessment and determined that the proposed project is
in compliance with the California Environmental Quality Act and
the State EIR Guidelines, and found that the development will
not have a significant effect on the environment; and
WHEREAS, proposed building meets all Planning Code require-
ments and will be of a scale and character compatible with
surrounding buildings in the complex and the building is in
compliance with the policies of the Planned Development approved
by the City Council of Alameda in 1967; and
WHEREAS, the repayment funds will be used to provide low
and moderate income housing for local residents and for economic
development activities as negotiated between the City and Ballena
Isle Marina or its assignee;
NOW, TFIEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that an Urban Development Action Grant application

in an amount not to exceed $500,000 be submitted on behalf of
Ballena Isle Marina or its assignee to be repaid to the City
of Alameda in accordance with the terms and conditions negotiated
between the City and Ballena Isle Marina or its assignee subject
to the holding of two public hearings prior to July 31, 1984,
to receive public comment in accordance with HUD regulations.

I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 17th of July, 1984,
by the following vote to wit:
AYES: Councilmembers Gorman, Hanna, Lucas, Monsef and President Diament - 5.
NOES: None.
