ACCEPTING PROPOSAL OF GABRIEL-ROCHE ASSOCIATES TO
PROVIDE AN INTERIM DIRECTOR OF THE CITY'S COMMUNITY
DEVELOPMENT DEPARTMENT
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ALAMEDA that
the porposal of Gabriel-Roche Associates, dated June 25, 1984,
a copy of which is attached, to provide for the services of
DONA HOARD as interim Director of the City's Community Development
Department, is hereby accepted;
BE IT FURTHER RESOLVED that said proposal and this accep-
tance shall constitute the contract of the parties hereto.

Dear Mr. Rupp:
Gabriel-Roche Associates is pleased to present the City of Alameda
with a proposal to manage the City's Community Development staff
and programs until a permanent Director assumes administrative
oversight of the City's Community Development Program. The City
has an active community development program constrained by housing
production conditions, a variety of economic development initiatives,
vacant staff positions and the impending departure of its Director.
The objective of this proposal is to offer a array of options so
that the City can both select and modify Gabriel-Roche's level of
effort in order to obtain the amount of support which responds to
the City's needs.
Gabriel-Roche Associates will provide Dona Hoard to serve as interim
Director of the City's Community Development Program. Under the
direction of the City Manager, Ms. Hoard will give day-to-day admin-
istrative and programmatic direction to staff and activities to
assure continuity and progress during the interim period. She will
work in the Community Development Office and be generally available
to attend required meetings.
Ms. Hoard has nineteen years of experience in planning, managing
and assisting the implementation of major community development
activities at the local, state and federal levels. As needed
assistance will be provided by Janet G. Roche, President of Gabriel-
Roche Associates. Ms. Roche has directed and provided technical
assistance to major development programs. Ms. Hoard and MS. Roche
have both the management capability and programmatic knowledge and
skills to provide effective leadership for the City's varied
development activities. In addition, as necessary and desirable
within overall contract resource limitatiblscs:,, Ms. Hoard will draw
on other Gabriel-Roche personnel for supplemental and/or special-
ized assistance.
In order to give the City Manager flexibility and control over the
amount and delivery of contract services, this proposal offers four
important features. First, services can be terminated at any time
during the period of performance, upon one week's written notifica-

tion. Second, the time of performance is anticipated to be July 5,
for transition with the current Director, through October 5 (a 90
day recruitment period), subject to
a. the termination provision specified above, and
b. extension, as needed, on an hourly basis, not to exceed a
maximum of 75% time.
Third, contract resources are initially estmiated at an amount
equivalent to 75% of Ms. Hoard's time. This maximum would cover
Ms. Hoard's time and such other personnel from Gabriel-Roche
Associates as may be mutually determined useful in the performance
of work. However, total expenditures will represent only- compen-
sation on an hourly rate basis for that amount of time agreed to
be necessary for contract activities and may fluctuate on even a
weekly basis.
Fourth, the general plan for office coverage by Ms. Hoard will be
discussed with the City Manager on a regular basis and time
scheduled to reflect the anticipated workload. This general plan
would be modified only to recognize unanticipated meetings or
deadlines directly related to Community Development Program
requirements. It is estimated that Ms. Hoard's time may range
between 50% and 75% of fulitime. The following chart illustrates
the types of weekly coverage which may result from these
duscussions:

Costs for the contract are based on an hourly rate of $40. If the
time devoted to contract activities averaged 75%time, the total
amount for the contract would be $15, 840. If the level of effort
were 60%, the total contract amount would be $12, 680; and a 50%
level of effort would result in a contract amount of $10, 560.
Direct expenses would be paid separately in accordance with estab-
lished City expense reimbursement policy.

Enclosed is information describing the experience of Gabriel-Roche
Associates, along with the resumes of Janet G. Roche and Dona Hoard.
Other resumes are enclosed to indicate the additional consulting
resources which may be used to support Alameda's development efforts.
I hope that this proposal will respond to the City's interim
community development management requirements and I look forward
to obtaining the status report on community development activities
as soon as it is available. Finally, both Ms. Hoard and I are
ready to attend your July 3 Council meeting to answer any questions.
