WHEREAS, water is California's most precious and sought
after natural resource; and

WHEREAS, the Governor's water plan, as currently embodied
in Senate Bill 1369, fails to provide adequate and enforceable
protections for the environmental and economic resources of the
San Francisco Bay /Delta region;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA that said Council opposes Senate Bill 1369, unless
amended to provide for adequate and enforceable Bay /Delta pro-
tections; and
BE IT FURTHER RESOLVED that the Alameda City Council
requests the Governor and the Legislature to work in an open and
positive manner to achieve a fair, balanced and comprehensive
statewide water policy that can be supported by all regions of
the State.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 17th of July, 1984,
by the following vote to wit:
