SALARY RESOLUTION FOR MANAGEMENT AND CONFIDENTIAL
EMPLOYEES AND CITY OF ALAMEDA POLICY STATEMENTS FOR
CITY COUNCIL BENEFIT ENTITLEMENT AND EXPENSE
REIMBURSEMENT
BE IT RESOLVED by the Council of the City of Alameda that
the following Position classifications, salary rates, salary
ranges and salary steps, benefits and agreements, attached hereto
as Exhibit "A", are hereby designated as those applicable to the
respective classifications in the service of the City of Alameda,
effective January 1, 1985.
BE IT FURTHER RESOLVED that the Policy Statements for City
Council benefit entitlement and expense reimbursement, attached
hereto as Exhibit "B" are hereby approved and adopted.

Cafeteria Plan benefit of $275.00 per month effective 1-1-85.

Salary adjustment of 61/2% to be effective 1-1-85.
.Phase II to be implemented 9-1-85 reflecting 40% remaining disparity adjustment.
Salary adjustment of 6% to be effective 1-1-86.
P.O.S.T. $60.00 converted to 2% 1082 pick-up effective 4-1-85 (Police only).
Effective July 1, 1985, the Dental plan will be amended to provide for employees
eligible dependent children, orthodontia coverage of 50-50 co-payment and a $1,000
lifetime maximum benefit.

The City Manager may request special adjustments or withhold increases for members
of the executive management group.
Existing agreements continue in effect with any and all fringe benefits such as
holidays, vacation, sick leave, administrative leave and retirement.
1% City paid deferred compensation for executive management only.
(a) An Assistant Fire Chief may be assigned as an Administrative Assistant Fire Chief
and will receive a salary differential of 10% per hunth while so assigned.

CITY COUNCIL BENEFIT ENTITLEMENT
POLICY STATEMENT & PROCEDURE
PURPOSE
To clarify policy and procedure for Mayor and Council
Members to enroll in City health and life insurance plans
and in the City retirement plan, Public Employees Retirement
System (P.E.R.S.).
POLICY
The Mayor and Council Members are able to enroll them-
selves and eligible members of their families in any one of
the three (3) City health plans and in the City life insurance
plan ($15,000). The total cost of such health and life insur-
ance plans will be paid by the City.
Members of the Council and the Mayor are eligible to
enroll in the City retirement plan, P.E.R.S. The City will
pay the agency cost and the Council Member/Mayor will pay their
share.
PROCESS
Individual members interested in enrollment should contact
the Personnel Office where enrollment forms can be completed.

CITY COUNCIL REIMBURSEMENT
POLICY STATEMENT & PROCEDURE
PURPOSE
To clarify policy and procedure for reimbursement of
work related expenses for Council members.
POLICY
Actual expenses incurred by Mayor and City Council
members when officially representing the City of Alameda
shall be reimbursed according to Resolution No. 10368.
PROCESS
Individualsmembers should submit expense reimbursement
requests monthly, or immediately following a conference or con-
vention to the City Manager's secretary. Expenses submitted may
include transportaion, lodging, meals and other direct costs
incurred. Mileage is reimbursed at the current IRS allowable rate.

PROVIDING FOR THE AMOUNT PER DIEM FOR OFFICERS AND
EMPLOYEES OF THE CITY OF ALAMEDA FOR TRAVELING EXPENSES
WHEREAS, Section 22-7 of the Charter of the City of,Alameda
requires that the Council annually fix the per diem allowance
for traveling expenses of officers and employees of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF ALAMEDA as follows:
That the per diem allowance for all officers and employees
of the City of Alameda while attending to official duties, both
Within and without the City of Alameda, shall not exceed the
amount of the actual expense incurred per diem by such officer
or employee, in addition to the costs of transportation actually
incurred; and
BE IT FURTHER RESOLVED that such expenditures shall be
repaid to such officer or employee by the City of Alameda upon
submission of a statement of such expense in form satisfactory
to the Finance Director of the City of Alameda.
BE IT FURTHER RESOLVED that such allowancelherein fixed
shall be effective during the fiscal year 1984-1985.
