CERTIFYING ADEQUACY OF ENVIRONMENTAL DOCUMENTS FOR
THE ATLANTIC AVENUE PROJECT FROM WEBSTER STREET TO
THE MARINA VILLAGE PROPERTY LINE
WHEREAS, on March 3, 1981, the Council of the City of
Alameda approved the Patton Way Project, shown on Attachments A
and B; and
WHEREAS, an Environmental Impact Report/Environmental
Assessment, hereinafter referred to as the Environmental Document,
was prepared for the Patton Way project on September 27, 1980,
which disclosed the environmental consequences and appropriate
environmental mitigation measures for the project; and
WHEREAS, the Environmental Document also considered the
potential impacts of an alternative to the project, which included
the construction of Atlantic Avenue extension between Webster
Street and the Alameda Marina Village property boundary as shown
on Attach-ment B and that this analysis is considered sufficient
to document the potential impacts of the proposed alternative to
the basic project; and
WHEREAS, the Council certified that the Environmental Docu-
ment was prepared in conformance with the National Environmental
Protection Act, the California Environmental Quality Act, federal,
state and local guidelines, and that it reviewed and considered
the information contained thereon; and
WHEREAS, the Council determined that the potential signifi-
cant effects of the project as disclosed in the Environmental
Document will be eliminated by the inclusion of appropriate miti-
gation measures; and
WHEREAS, the Council has determined that there has been
no substantial change in the project setting, or the project
impacts since the certification of the Environmental Document;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
ofAlameda that the Environmental Document is considered adequate
to determine the potential impacts of the Patton Way project with
the inclusion of the portion of Atlantic Avenue from Webster Street
to the Marina Village property boundary.

The proposed Patton Way roadway would serve as a bypss
for traffic entering or leaving Alameda via the Webster Street
and Posey Tubes. inc roadway wou1 d. begin at Tynan Avenue near
the southern end of the tubes and end at the northwestern corner
of the intersection of Lincoln Avenue and. Eighth Street, as shown
in Attach=nt D. The length of the roadway would be apoNi-
mately 4,000 feet.

Avenue would be SO feet. North of Atlant_ic Avenue the right-of-
way widens to over 250 feet in the vieln2tv of Bethich-,:ii Avenue,
at the approaches to the tubes.
The proposed roadway would consist of two basic sections.
South of the proposed Atlantic Avenue Extens on, whicb is not a
part of this project, the roadway is contained within tne exist-
ing 80-foot abandoned railroad right-of-way, to avoid extensivc,

locations for bus stops at Buena Vista Avenue and Pacific Avenues.
Due to the constrictca space within the 80-foot right-of-way,
very little landscapirig can be provided adjacent to the sound .
walls other than ground cover and ivy-type materials.. Therefore,
median landscaping will be maximized. through this area.
North of the .proposed Atlantic Avenue Extension additional
right-of-way width would be acquired to provide space for the

a single 27-Way bike•path eas,_. of thenorthbound Patton Wav oad-
bus stop at Atlant c.Avenue. and•the relocated Southern

A two-lane overpass would be constructed over Webster
Street, just south of Tinker Avenue. It would carry southbound
traffic from the Webster Street Tube, across Webster Street to
a flare direct southbound route to t.T)e eastern anO, southern 1.)cr-
tions of the island.

Avenue. The intersections of Eagle- Avenue and Pacific .VC1_lic

Buena Vista •P.venue, Lincoln Avenue and the proposed Atlantic
Avenue would 1"iave signals. Marina Village Parkway would •have a
signal for left turns and •for northbound .Patton Way -- southbound
Patton Way traffic would not be controlled
At the
northern end of the Patton Way
the future Marina Village
corridor (north of
Par}cway) acoustical walls would not
be reouired, and landscaping' would be given a more informal, less
linear treatment. Erosion control would be a major consideration
in the design of planting where Patton Way rises to cross the
overpass at
Webster Street. The 2:1 s lopes of the embankment
in this location
would r_eguire use
erosion-controlling matting
and planting until the groundcover becomes established.
Throughout the corridor, groundcover would be selected
for log:- maintenance
and drought resistance. To provide visual
interest, some shrubs and seasonal flowering trees would be
planted. Irriga,.tj.on would be time - controlled, and either a rip

2. The prohibition of trucks on Patton Wav south of
the proposed Atlantic Avenue extension;
Provison of a:::oustically treated glass for windowr,
and/or mechanical ventilation for the second story
of residential uses adjacent to the right-of-way;
4. Landscaping along the right-of-way;
5. A "Neighborhood Protection Plan" to reduce the
impact of traffic filtering throu(lh the neighbor-
hoods. The plan could include such measures as:
(a) prohibiting left turns from southbound Eighth
Street onto eastbound Haight, Taylor and Santa
Clara Avenues, (b) prohibiting shortcutting traf-
fic on north-south streets east of Eighth Street.
This Plan would be developed with the participation
of the Traffic Advisory Committee and residents of
the neighborhoods affected by the traffic flow of
Pat'on Wav;
6 Construction should be limited to the hours of
8 A.M. to 5 P.M.;
7. The noise wall should be built as early as possible
in the construction period;
8. Signs indicating the availability of food, gas
and lodging would be placed on the Patton Way
roadway to direct travelers to the Webster Street
commercial district;
9. The design of that part of Patton Way encroaching
the flood hazard area would be conL)-,istent with
standards published by the FHWA and the federal
and local agencies responsiole for the administra-
tion of the National Flood Insurance Program.
