SUPPORTING AMENDMENTS TO SENATE BILL 149 AND ASSEMBLY
BILL 13 ALLOWING FOR A CONTINUATION OF THE LIBRARY
TAX OVERRIDE APPROVED IN ALAMEDA IN 1982, IN SUPPORT
OF THE CITY'S LIBRARY SYSTEM
WHEREAS, the City Council of the City of Alameda authorized
Alameda County in 1982 to assess and collect a library tax as
allowed in Section 16-2 of the City of Alameda Charter; and
WHEREAS, this library tax of One-fourth of Seven Cents
on each One Hundred Dollars of assessed valuation is used to
support all activities of the library system including personnnel,
books, supplies and capital outlay; and
WHEREAS, without the use of the voted-debt override, money
would not be available to support and maintain adequate levels
of library services in the City of Alameda; and
WHEREAS, Senate Bill 149 and Assembly Bill 13 would pro-
hibit any voted-debt override which is not used for bonded
indebtedness, water contracts, lease-purchase agreements or
pension costs.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the State Legislature is hereby urged to amend
Senate Bill 149 and Assembly Bill 13 to allow for the continuation
of the library tax override approved in the City of Alameda in
1982 for support of the City's Library System.
BE IT FURTHER RESOLVED that copies of this resolution
be sent to the Legislators representing the City of Alameda and
to the League of California Cities.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 5th of March, 1985,
by the following vote to wit:
AYES: Councilmembers Gorman, Hanna, Mousef and President Diament - 4.
NOES: Councilmember Lucas - 1.
ABSENT: None.
