APPROVING FINAL MAP FOR TRACT 4585, ALAMEDA MARINA
VILLAGE, A SUBDIVISION OF A PORTION OF TENATIVE MAP
TRACT 3843
WHEREAS, Tract 4585 is a subdivision of a portion of Tenta-
tive Map Tract 3843, approved by the City Council on August 18,
1981; and
WHEREAS, the Master Plan for Marina Village, of which Tenta-
tive Map 3843 is a part, has been amended per City Ordinance No
2213, as approved by the City Council on September 18, 1984, and
WHEREAS, the City Council and Planning Board have approved
changes to the original conditions, said changes to be reflected
in an amendment to Planning Board Resolution No 1175, as herein
amended and attached hereto as Exhibit "A".
NOW THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that the Final Map of Tract 4585 be, and hereby is approved
subject to the following conditions
1. That the Final Map will not be recorded until the owner
has entered into an agreement and posted a loan set-aside
letter for faithful performance of public and private
improvements.
2. That the Tract 4585 boundary be allowed to extend beyond
the Tentative Map 3843 boundaries.
3. That the Final Map will not be recorded until the owner
has recorded Covenants, Conditions and Restrictions (CC&R)
Providing for the maintenance of the streets as required
by prior agreement between the City of Alameda and the
owner.

4. The applicant shall follow the recommendations of the
City Engineer's report regarding the lagoons. The
applicant shall meet all requirements of the City'".

5. The lagoon drainace system shall 'contain provisions to
prevent the discharge of chemicals or fertilizers into
the Estuary.
6. The 40 foot minimum width regarding lagoons shall
serve as a guide except in immediate area of culverts
or bridges.
7. The setback from patios to top -of -bank of lagoons shall
be a minimum of 5 feet and shall be landscaped as a
greenbelt.

11. The applicant shall, adhere to _he coordinated utilities

13. Class I1 on- pavement bike lanes shall be provided on
both sides of Marina Village Drive.

14. A locked pedestrian gate through the acoustical w:111
along Atlantic Avenue shall be provided at the point
where the interior walkway system lines up with the
turnout provided on Atlantic Avenue. A locked pedes-
trian gate shall also be provided at the access bridge
leading to the Marina Park.
15. The applicant shall re- examine the off - street parking
spaces so as to' improve the landscape screening of
the parking area.
16. Parking shall not be allowed on driveways.
17. The C.C. & R.'s shall contain a provision that resi-
dents will not occupy parking spaces provided for
guest parking.
18. The applicant shall demonstrate to the satisfaction of
the City Engineer and the Bureau of Electricity that -
the proposed lagoon pumping system is as energy
efficient' as possible.
19• There shall be a minimum distance of 10 feet between
the sound attenuation walls and the private roads

20. The Planning -Staff shall review the improvement plans
and prepare a report to the City Engineer to be in-
cluded in the submittal to the City Council on the
Final Map for this tract.
21. All sales model complexes, sales offices, temporary
sales signs on and off -site, construction trailers and
temporary construction signs shall be reviewed and
approved by the Planning Director prior to their con-
struction or installation.

25. Mitigation measures discussed in the EIR dealing •:ith
subsidence and lagoons shall be grade to the satis-
faction of the City Engineer or his consultants.
26. The Planning Department Design Review staff shall
approve a detailed landscape plan for the greenbelts
and pedestrian ways.
27. In order to meet requirements of the City Engineer,
the applicant shall provide such consultants and
engineering data as required by the City Engineer.
28. In the event that a fence or other public barrier
shall be placed at lagoons required for safety or
security purposes, such barrier shall be reviewed by
the Plannina Staff and erected at the expense of the
developer or water property owners' association.
29. There shall be a minimum separation of -four feet
between pairs of duplex homes.
30. Applicant shall require that all truckers and con-
tractors under contract to applicant', and their sub-
contractors, use Park Street Bridae, Park Street,
Clement Avenue, Grand Street, Buena Vista Avenue,
Sherman Street extended, into AMVA project from the
east or use Webster Street tube, Webster Street,
Mariner Square Loop, Tynan, 1Jork or Bethlehem Avenues.
31. Applicant shall provide for effective enforcement of
the C.C. & R.'s relating to accessability of tandem
parking.
32. Project C.C.& R's shall contain provisions for pro-
tection of solar access and the construction of patio
covers, greenhouses and balcony enclosures.
33. Planting strip along Marina Village Drive shall be
widened to 4' -0 ".
34. Applicant shall consider shifting of buildings and
fence locations to maximize view corridors as sated
in site specific comments, Sectior I 9A Items
3, and of the star- report ::a : 7/21/81.
35. Applicant shall consider and make a concentrated effort
to provide a separate pedestrian circulation system
adjacent to one side of streets, excluding cul -de -sacs,
except for the road leading to the cul -de -sac on north
side of tract. Pedestrian circulation system shall be
designed to accommodate handicapped persons.
36. This applicant is required to provide access (a continu-
ous paved surface) from the cul -de -sacs to the pedes-
trian walkways through the tract including the pro-
vision of adequate access for the handicapped.
