FINDING THAT ENTERPRISE ZONE ELIGIBLE AREAS ARE
DEPRESSED AREAS AND AUTHORIZING SUBMITTAL OF AN
APPLICATION FOR ENTERPRISE ZONE DESIGNATION FOR
CENSUS TRACTS 4273, 4274 AND 4276
WHEREAS, the City of Alameda (hereinafter "City") is a
charter city within the State of California; and
WHEREAS, the City has developed and implemented a
comprehensive strategy to sti ulate investment and growth within
the City; and
WHEREAS, the California Legislature enacted the
Enterprise Zone Act on March 20, 1984, as a mechanism to
stimulate private investment and business growth in depressed
areas of California by providing tax credits and other
incentives; and
WHEREAS, census tracts 4273, 4274 AND 4276, which are
further described in Exhibit A, attached hereto and incorporated
herein, are depressed areas within the City needing private
investment and development and which are eligible for designation
as an Enterprise Zone; and
WHEREAS, census tracts 4273, 4274 and 4276 are proposed
by the City for designation collectively as an Enterprise Zone by
the State of California Department of Commerce;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council finds that census tracts 4273, 4274
and 4276 (the "Proposed Area"), which are areas within the City
of Alameda eligible for designation as an Enterprise Zone, are
depressed areas and that designation collectively as an
Enterprise Zone is necessary to attract private sector
investment; and

BE IT FURTHER RESOLVED that the City Manager is hereby
authorized to submit an application for Enterprise Zone
designation for the Proposed Area to the State Department of

WRITTEN DESCRIPTION OF THE BOUNDARIES
OF THE ELIGIBLE AND INDUSTRIAL AREA
CITY OF ALAMEDA
ENTERPRISE ZONE
The area for which application for Enterprise Zone
designation is being made is bounded on the West by Main
Street, :South by Pacific and Lincoln Avenues, East by the
boundary between censu =. tract 4273 and 472 and North by the
demarcation line in the Oakland Estuary separating the City
of Alameda from the City of Oakland.
All street boundaries are drawn in the middle of the street
pursuant to instructions from the United States Census
Bureau.
I, the undersigned, hereby certify that the foregoing Resolution
was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 2nd of July, 1985,
by the following vote to wit:
AYES: Councilmembers Corica, Hanna, Lucas, Monsef and President Diament - 5.
NOES: None.
ABSENT: None.
