TUESDAY- - SEPTEMBER 3. 2013- -7:00 P.M.
Mayor Gilmore convened the meeting at 7:09 p.m. Councilmember Tam led the Pledge
of Allegiance.

PROCLAMATIONS. SPECIAL ORDERS OF THE DAY & ANNOUNCEMENTS
(13 -378) Proclamation Declaring September 1St through 7th as Toastmasters'
International Week.
Mayor Gilmore read and presented the Proclamation to Jeanie Egbert, Island City
Toastmasters.
Councilmember Chen made brief comments.
(13 -379) Proclamation Declaring September 21 st as Coastal Clean Up Day 2013.
Mayor Gilmore read and presented the proclamation to Michael Charnofsky, East Bay
Regional Park District.
ORAL COMMUNICATIONS, NON - AGENDA
(13 -380) Debra Mendoza, Families at Ruby Bridges Elementary, urged the City to work
with the School District on a safety assessment; stated the joint use agreement should
be revisited; keeping the gate open does not seem appropriate.
Mayor Gilmore noted the City, as always, will continue to work with the School District.
(13 -381) Captain Ray Thackeray, and International Rescue Group (IRG), provided
background information on IRG; stated IRG was building a steel vessel at Nelson
Marine, which is now at Nelson's dock; a notice was placed on the boat July 9th
indicating a storage fee of $100 per day would be assessed; questioned whether IRG
could work with the City to have the fee waived.
(13 -382) J.V. McCarthy, IRG, expressed concern and questioned why the City would
need IRG's vessel removed prior to the transfer and development of the lagoon area.

( *13 -384) Ratified bills in the amount of $12,614,292.99.
( *13 -385) Recommendation to Approve Recognizing Acting Public Works Director
Robert G. Haun's Prior City and Housing Authority of the City of Alameda Service to
Determine Employee Benefit Eligibility and to Carry Over Leave Balances. Accepted.
( *13 -386) Resolution No. 14851, "Amending the City of Alameda Part -Time
Classifications Salary Schedule Modifying the Emergency Medical Technician Range
and Establishing the Classifications of Lead Emergency Medical Technician,
Emergency Medical Technician Supervisor, Park Ranger, and Lead Park Ranger."
Adopted.
( *13 -387) Resolution No. 14852, "Amending the City Of Alameda Alameda Fire Chiefs
Association (AFCA) Salary Schedule Establishing Step One in the Salary Range."
Adopted.
( *13 -388) Resolution No. 14853, "Amending the Memorandum of Understanding
Between the City of Alameda and the Police Officers Association Non -Sworn (PANS),
January 1, 2012 - December 26, 2015." Adopted.
( *13 -389) Resolution No. 14854, "Amending the Memorandum of Understanding
Between the City of Alameda and the International Brotherhood of Electrical Workers,
Local Union No. 1245, January 1, 2012 — December 26, 2015 and Approving
Amendment of the IBEW Salary Schedule Modifying the Electrical Maintenance
Technician and Electrical Maintenance Working Supervisor Salary Rates." Adopted.
( *13 -390) Ordinance No. 3078, "Approving and Authorizing a Purchase and Sale
Agreement with Catellus Alameda Retail, LLC and Joint Escrow Instructions for Sale of
Remnant Parcel. Finally passed.
REGULAR AGENDA ITEM
(13 -391) Resolution No. 14855, "Adoption of Resolution Commending Alameda Police
Department Lieutenant Ted Horlbeck for His Contributions to the City of Alameda."
Adopted.
Mayor Gilmore read the resolution and presented it to Lieutenant Horlbeck.
Councilmember Tam moved adoption of the resolution.

CITY MANAGER COMMUNICATIONS
(13 -392) The City Manager made an announcement regarding the Alameda Point Draft
Environmental Impact Report be released and available; announced that the City is
conducting a survey to receive input on a name for the area at Alameda Point currently
called Town Center.

COUNCIL REFERRALS

COUNCIL COMMUNICATIONS
(13 -393) Consideration of Mayor's Nominations for Appointment to the Golf
Commission, Historical Advisory Board, Transportation Commission and Youth Advisory
Commission.
Mayor Gilmore nominated Beverly Blatt to the Golf Commission; Mary Vella to the
Historical Advisory Board and Gregory Morgado to the Transportation Commission.
(13 -394) Councilmember Daysog stated a resident inquired about a painting on a
building on Lincoln Avenue; requested information on whether the City has any policies
regulations the content of advertisements.
(13 -395) Councilmember Daysog stated around 2000, a property on the 1000 or 1200
block of Pacific Avenue, owned by someone with the last name Haun, was found to be
a nuisance; requested background information; stated a resident has asked him about
something similar on Taylor Avenue.
ADJOURNMENT
(13 -396) There being no further business, Mayor Gilmore adjourned the meeting in
memory of Vice Mayor Ezzy Ashcraft's mother at 7:55 p.m.
