ENDORSING AND SUPPORTING THE LOCATION OF THE NEW
FEDERAL GENERAL SERVICES ADMINISTRATION BUILDING
IN THE CITY OF OAKLAND'S CITY CENTER
WHEREAS, the General Services Administration proposes to
build a new office complex to house parts of its Region IX staff
in the most cost effective manner; and
WHEREAS, the City of Oakland, California, has donated
prime downtown land in the heart of its City Center project and
the GSA now holds title to this land which will accommodate an
office and parking complex of one million square feet; and
WHEREAS, the GSA will realize significant savings in
building and land costs by selecting the Oakland City Center site
as the location for its new office building; and
WHEREAS, the Oakland GSA building will be financed with
nonfederal sources, requiring no initial large capital outlay by
the Federal Government; and
WHEREAS, the construction timetable for the new building
will be tailored to the optimal 1990 move-in date that GSA
prefers; and
WHEREAS, the Oakland building will be a turnkey building,
built to accommodate GSA specifications; and
WHEREAS, over half of the 5,000 Bay Area employees to be
located in the new building currently live in the East Bay and
would thus enjoy the benefits of convenience and productivity as
a result of working nearer their residences, while those living
in the West Bay would enjoy a reverse commute; and
WHEREAS, the Bay Area itself would benefit from reduced
commuter congestion by locating the GSA office building in
Oakland; and
WHEREAS, convenient freeway and public transit access
makes the Oakland location more desirable not only to the GSA
employees but to the public they serve;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that it hereby endorses and supports the location of
the General Services Administration building in the City of
Oakland's City Center; and
BE IT FURTHER RESOLVED that said Council convey this
support to its entire congressional delegation; and

BE IT FURTHER RESOLVED that said Council urge all members
of Congress to expeditiously approve the Oakland site as the
location of the new GSA office complex.

was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 7th of April, 1987,
by the following vote to wit:
