CITY OF ALAMEDA RESOLUTION NO. 11271
AUTHORIZING EXECUTION OF AGREEMENT WITH ALAMEDA
COUNTY FLOOD CONTROL DISTRICT TO PROVIDE TECHNICAL
WORK REQUIREMENTS OF THE REGIONAL WATER QUALITY
CONTROL BOARD FOR NON-POINT STORM WATER DISCHARGE
AND DISTRIBUTION OF COSTS THEREOF
WHEREAS, the Clean Water Act of 1972, as amended in 1985,
requires all jurisdictions in the United States to control wet
weather runoff for pollutants; and
WHEREAS, specific sources of pollutant discharges are
regulated directly by the Regional Water Quality Control Board;
and
WHEREAS, there are non-specific or "non-point" discharges
from City streets which the Regional Water Quality Control Board
can not regulate except through jurisdiction controlling the
runoff; and
WHEREAS, seven cities in Alameda County have been working
together on the Clean Water Act/Wet Weather Sewer Program to
solve this problem with the Alameda County Flood Control District
being the lead agency; and
WHEREAS, the Alameda County Flood control District is
prepared to hire a technical consultant to determine the most
cost effective method to comply with the federal Clean Water Act
and the Regional Water Quality Control Board requirements; and
WHEREAS, a proposed agreement between the City of Alameda
and the Alameda County Flood Control District to Provide
Technical Work Requirements of the Regional Water Quality Control
Board for Non-Point storm water discharge and distribution of
costs has been submitted to this Council, and the Council is
fully informed and aware of the terms and conditions thereof;
and
WHEREAS, it is in the best interests of the City of
Alameda that said agreement be entered into;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the City Manager is hereby authorized and
directed to execute, for and on behalf of the City, that certain

agreement referered to above by and between the City of Alameda
and and the Alameda County Flood Control District to provide
technical work requirements of the Regional Water Quality Control
Board for non-point storm water discharge and distribution of
costs thereof.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 4th day of August, 1987
