APPOINTING DONALD R. SHERRATT A MEMBER
OF THE RECREATION COMMISSION
BE IT RESOLVED by the Council of the City of Alameda that
pursuant to Sections 2 -311 and following of the Alameda Municipal
Code, and upon nomination of the Mayor, DONALD R. SHERRATT is
hereby reappointed to the office of member of the Recreation
Commission of the City of Alameda, for a term commencing October
1, 1987, and expiring on September 30, 1991, and to serve until
his successor is appointed and qualified.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed =by
the Council of the City of Alameda in regular meeting
assembled on the 15th of September, 1987,

CITY OF ALAMEDA RESOLUTION NO. 11301
AUTHORIZING SUBMITTAL OF APPLICATION FOR STATE
LOAN FOR CLEAN WATER ACT /WET WEATHER SEWER PROJECTS
AND EXECUTION OF THE LOAN AGREEMENT
WHEREAS, the Federal Clean Water Act of 1972 requires all
jurisdictions in the United States to control sewer overflows
through a regulation system called the National Pollution
Discharge Elimination System (NPDES) which is administered by
the State Regional Water Quality Control Board (RWQCB), and
WHEREAS, the City of Alameda is responsible for certain
sewage overflows in the interceptor system maintained by East Bay
Municipal Utility District (EBMUD)which conveys the sewage flows
from Alameda's collection system to the EBMUD treatment plant in
Oakland; and
WHEREAS, during wet weather periods, cracks in the pipes
and damages to the pipe joints have allowed inflow and
infiltration, which increase the flows by approximately 200 %,
and
WHEREAS, the RWQCB has issued a Cease and Desist Order to
require Alameda and six other jurisdictions in Alameda County
to make corrections to eliminate the infiltration, and
WHEREAS, the City and the other jurisdictions, through a
Joint Powers Agreement with EBMUD, have applied for and received
grants from the federal government for 55% of the cost and from
the State for 12 1 /2% of the cost of the work, and
WHEREAS, the City is also eligible to obtain a
low - interest Loan for 12 1/2% of the cost from the Clean Water
Act Program, and
WHEREAS, a public notice was placed in the Alameda Times
Star, a newspaper of local circulation, on August 8, 1987
advertising the hearing for September 15, 1987 to consider
authorizing approval for application and execution of the loan
agreement with the State of California to help pay for the costs
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby authorizes the submittal of
an application for State Loan in the amount of 12 1/2% of the
federally eligible cost of the sewer rehabilitation project work.
BE IT FURTHER RESOLVED that the City Manager is hereby
authorized to execute said loan agreement for and on behalf of
the City of Alameda.
