AUTHORIZING OPEN MARKET PURCHASE OF THREE (3)
UNDERCOVER VEHICLES FOR THE POLICE DEPARTMENT
AND ALLOCATING FUNDS FOR SAID VEHICLES FROM
THE NARCOTIC ASSET SEIZURE FUND
WHEREAS, there are funds available in the Police
Department's Narcotic Asset Seizure Fund for the purchase of
three (3) undercover vehicles; and
WHEREAS, said funds are for the purpose of enhancing the
capability of local police departments to combat drug related
crime; and
WHEREAS, effective anti - narcotic operations are dependent
on reliable vehicle transportation with the majority of these
operations requiring the use of unmarked vehicles not
identifiable as part of the police fleet; and
WHEREAS, the vehicles utilized in undercover
investigations need to be rotated approximately every 6 months
(or sooner) to avoid detection; and
WHEREAS, the two (2) vehicles currently in use have been
in service for over 18 months and are in need of immediate
replacement; and
WHEREAS, to provide adequate transportation capabilities
for the undercover enforcement operations of the four (4)
officers currently assigned to the Vice and Narcotics /SIU
Sections, three (3) undercover vehicles are needed; and
WHEREAS, Good Chevrolet, Alameda has agreed to sell to
the Police Department on a wholesale basis late model vehicles
(coupes or sedans) with a high resale potential; and
WHEREAS, the Narcotics Unit would use the vehicles for a
limited period of time (6 month average) then sell the vehicles
(through Good Chevrolet), recovering a major portion of the
initial purchase price; and
WHEREAS, the funds received from the sale of vehicles
would be used to purchase replacement vehicles, thus perpetuating
the program with little or no additional expenditures required;
and
WHEREAS, Good Chevrolet was the only dealership
contacted that was able to assist in the purchase /disposal of the
vehicles on a wholesale basis.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that pursuant to Section 3-15 of the City Charter the
Police Department, in cooperation with the City Purchasing
Agent, is hereby authorized to purchase three (3) undercover
vehicles from Good Chevrolet.
BE IT FURTHER RESOLVED that periodic disposal of these
vehicles be handled by (1) Good Chevrolet on a wholesale basis or
(2) sealed bid sale by the City Purchasing Agent, whichever would
.2 yield a higher return.
BE IT FURTHER RESOLVED that the sum of $30,000.00 is
4..4c hereby appropriated from the Narcotic Asset Seizure Fund for said
vehicles.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 6th of October, 1987,
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner, Monsef, Thomas
and President Corica - 5.
NOES: None.
ABSENT: None.
