TO REVIEW AND CONSIDER APPROVAL OF THE ALAMEDA
COUNTY SOLID WASTE MANAGEMENT PLAN AND ASSOCIATED
NEGATIVE DECLARATION
WHEREAS, the California Solid Waste Management and
Resource Recovery Act of 1972 requires all counties to develop
comprehensive solid waste management plans; and
WHEREAS, pursuant to the 1976 Joint Powers Agreement, the
Alameda County Solid Waste Management Authority (ACSWMA) is the
entity responsible for developing Alameda County's Solid Waste
Management Plan which must be revised every three years to
maintain its consistency with State policy and planning
guidelines; and
WHEREAS, the ACSWMA condensed and finalized its Solid
Waste Management Plan in 1982; and
WHEREAS, amendments and revisions to the plan were made
and approved by the ACSWMA in July, 1987 and transmitted to all
concerned cities for approval; and
WHEREAS, State law allows 90 days for cities to approve
the plan and forward it to the California Waste Management Board
with final review and approval resting with the State CWMB; and
WHEREAS, the Alameda County Solid Waste Management
Authority did review and consider the Initial Study, the proposed
Negative Declaration of Environmental Significance and comments
received on same, and adopted Alameda County Solid Waste
Management Authority Resolution No. 107 at their July 29, 1987,
meeting finding that, based on the Initial Study and comments
received, there is no substantial evidence of significant effects
on the environment and that the adoption of the Negative
Declaration of Environmental Significance is in full compliance
with CEQA; and
WHEREAS, Alameda must submit its approval or disapproval
to the CWMB by October 29, 1987, to comply with State
regulations (failure to act in that period constituting Plan
Revision approval); and
WHEREAS, the ACSWMA has proposed several policy revisions
and amendments to the Plan; and
WHEREAS, the City of Alameda is recommending approval of
those amendments with the following exceptions assuring Alameda
County jurisdictions having 50 years of permitted capacity
before approving an application for importation:

Prior to November 1, 1988 a baseline permitted
landfill capacity in Alameda County shall be
established using the engineering technology
currently available.
No new application for the import of waste for an
agency outside of Alameda County shall be approved
unless an engineering study certifies a minimum of 50
years of permitted landfill capacity is available in
Alameda County for all municipalities/jurisdictions
in Alameda County.
In no event shall any application from an agency
outside of Alameda County be approved with mitigation
which would be on the date of approval reduce the
permitted landfill capacity available to Alameda
County jurisdictions to less than 50 years.

Any proposed plan amendment to import waste for
disposal in Alameda County will be considered for
approval only after clear independent evidence is
presented demonstrating that sufficient fully
permitted landfill capacity exists within Alameda
County to serve the needs of all county jurisdictions
for a minimum 50-year continuous period.
WHEREAS, additional significant amendments to the Plan
proposed by the ACSWMA, which the City of Alameda is recommending
be approved in its present format, indicate the Authority:
1. Has adopted a goal of recovering 75% of the solid
waste stream by the year 2005;
2. Will explore the feasibility of creating a
waste-to-energy plant within Alameda County;
3. Will become more aggressive in the area of
recycling, employ a full-time resource recovery
coordinator and implement a pilot program for
curbside recycling in Alameda County;
4. Will improve management of hazardous waste and
minimize landfill disposal;

5. Supports the development of a household hazardous
waste program by the County (in accordance with
Tanner Bill AB 1809);
6. Will support a publicly owned dump-site;
7. Prioritizes waste-water sludge management.

of Alameda that said Council hereby approves the Alameda County

above and hereby certifies the associated Negative Declaration.

Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 20th of October, 1987,
