PROPOSED NOISE ABATEMENT PROCEDURES AT OAKLAND
INTERNATIONAL AIRPORT
WHEREAS, the Port of Oakland owns and operates the
Oakland International Airport; and
WHEREAS, the Oakland International Airport operates
two airfields, one predominantly used by general aviation and the
other by air carrier operations; and
WHEREAS, the City of Alameda has received numerous
complaints regarding aircraft noise emanating from the Oakland
International Airport, originally and primarily about
nighttime/early morning overflights from the North Field which
interrupt people during normal sleeping hours, but more recently
about the impacts of air cargo and other flights originating out
of South Field; and
WHEREAS, actions taken by the Port of Oakland as
proprietor of the airport, have not been sufficient to abate
noise associated with these takeoffs and landings; and
WHEREAS, the City of Alameda is convinced that a
prohibition on nighttime overflights over residential areas
originating or terminating at the Oakland International Airport
would provide a safer and healthier environment for its citizens,
free from the noise and other nuisances, irrations and concerns
associated with airport landings and departures; and
WHEREAS, the City Council of the City of Alameda
believes that as a noise sensitive neighbor to the Oakland
International Airport, time is of the essence and that it is
essential and vital that the Port of Oakland be responsive to the
concerns of the citizens of the City of Alameda.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Alameda that the Port of Oakland be alerted to the
urgency of this matter and take all the necessary operational
steps immediately to divert any and all nighttime air traffic to
either Runways 9L and 9R or to Runway 29 between the hours of
10:00 P.M. and 7:00 A.M.
BE IT FURTHER RESOLVED that the City of Alameda and
the Port of Oakland schedule an immediate meeting to establish
maximum allowable single-event noise levels for aircraft
departing Runways 27L, 27R, and 29, providing for a lower
:"1-7-- allowable level for nighttime operations.
BE IT FURTHER RESOLVED that the City of Alameda
requests the Port of Oakland to publish noise abatement
procedures in conspicuous places in and around the airport and
make every effort to alert pilots and airport tenants to these
procedures.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 3rd of November, 1987,
by the following vote to Wit:
AYES: Councilmembers Camicia, Haugner, Monsef, Thomas
and President Corica - 5.
NOES: None.
ABSENT: None.
