CITY OF ALAMEDA RESOLUTION NO. 11345
AUTHORIZING NEGOTIATION IN THE OPEN MARKET FOR
EQUIPMENT REPAIR PURSUANT TO SECTION 3-15 OF THE
CITY CHARTER
WHEREAS, the Alameda City Council adopted at the meeting
of August 4, 1987, the budget for Fiscal Years 1987-89 which
included the repair/replacement of the vehicle hoists at the
Central Garage; and
WHEREAS, without needed repairs the vehicle hoists in the
Central Garage should not be used under certain conditions; and
WHEREAS, the hoists should have "safety legs" which help
guide and support hoist load. If no safety leg exists and a hose
or control valve blows, the hoist will come down; and
WHEREAS, the 12,000-pound capacity hoist has support
U-bolts, that help support the hoist, that are broken which could
cause the piston to disengage from tracking and lose support; and
WHEREAS, another hoist is broken at the lifting flange
which could cause the hoist to drop and break; and
WHEREAS, the drainage system designed to maintain the
hoist pits is not operating and cannot be repaired by City staff;
and
WHEREAS, Section 3-15 of the City Charter provides that
if great necessity or emergency requires immediate action, the
Council may determine to effect such purchase in the open market;
and
WHEREAS, negotiation of this work on the open market
will save several months of time in preparation of specifications
and bidding for the work.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that pursuant to Section 3-15 of the City Charter the
Public Works Director is hereby authorized to negotiate in the
- open market for equipment repair as described above.
