OPPOSING IMPOSITION OF AN INCREASE IN FEDERAL
GAS TAX
WHEREAS, Congress is considering increasing the Federal
Gas Tax for the purpose of reducing the federal deficit; and
WHEREAS, use of the Federal Gas Tax for deficit reduction
violates the traditional user fee concept of the tax; and
WHEREAS, the current funding for transportation and
infrastructure improvements in urban and rural communities is
inadequate and such an increase for deficit reduction would
essentially eliminate any chances of state and local gas tax
increases; and
WHEREAS, the National Association of Counties (NACO) has
adopted a policy which opposes an increase in this tax unless it
is used strictly for transportation purposes; and
WHEREAS, the City of Alameda is in need of additional
revenue to cover the cost of construction, improvements and
maintenance for various streets and roadways.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby opposes a federal tax
increase for the purpose of reducing the federal deficit and urges
'2 the members of the 100th Congress to oppose such a tax increase.

Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 17th of November, 1987,
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner, Monsef, Thomas
and President Corica - 5.
NOES: None.
ABSENT: None.
