AUTHORIZING EXECUTION OF AGREEMENT WITH ARTHUR
YOUNG FOR STRATEGIC PLANNING SERVICES
WHEREAS, the Alameda City Council heard on three
successive days in October presentations from firms explaining
their approach to strategic planning; and
WHEREAS, the methodology proposed by the firm of Arthur
Young comes closest to being sensitive to the City's unique
values and history and is tailored to Alameda's needs; and
WHEREAS, Arthur Young has proposed three distinct
components; and
WHEREAS, if at the conclusion of Phase I the City chooses
to go no further, the remaining phases need not be undertaken and
the results of the Phase I work can stand independently; and
WHEREAS, a great deal of information can be developed and
conclusions reached from the specific tasks associated with the
completion of Phase I; and
WHEREAS, it is in the best interests of the City of
Alameda that an agreement be entered into;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the City Manager is hereby authorized and
directed to execute, for and on behalf of the City, an agreement
by and between the City of Alameda and Arthur Young for strategic
planning services with the understanding that at the conclusion
of the first phase a decision to continue or discontinue the

project will be made.
I, the undersigned, hereby certify that the foregoing,
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 17th of November, 1987
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner and Monsef - 3.
NOES: Councilmember Thomas and President Corica - 2.
ABSENT: None.
