AUTHORIZING EXECUTION OF AGREEMENT WITH KIRKLAND
ENGINEERING AND DESIGN PLANNING FOR THE BAYVIEW
SHORELINE STABILIZATION WORK AND APPROPRIATING
MONEYS FROM THE TIDELANDS TRUST FUND TO FUND THE
PROJECT
WHEREAS, the Council of the City of Alameda authorized
submittal of an application to the Bay Conservation and
Development Commission (BCDC) to resolve the problem of fill
placed illegally on City property at two locations in Alameda;
and
WHEREAS, the Design Review Board for BCDC reviewed the
City's application on October 5, 1987, indicating general
approval for the approach proposed by the City, but instructed
the City to provide a more detailed landscape plan and to explore
options for stabilization of the shoreline including partial
removal of the illegally placed fill prior to BCDC approval; and
WHEREAS, a consultant experienced in engineering of
shoreline structures as well as native wetlands landscaping is
needed to prepare the information; and
WHEREAS, on October 23, 1987, the City issued a Request
for Proposals with four firms responding;
WHEREAS, after evaluation of the proposals, the team of
Kirkland Engineering and Design Planning was selected as the best
choice for the City on the basis of its experience in Alameda in
general, familiarity with the Bayview Shoreline in particular,
success in dealing with the Bay Conservation and Development
Commission, and proposed cost.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the City Manager and the City Clerk be, and
each hereby is, authorized and directed to execute and to attest
to respectively, on behalf of the City, an agreement with
Kirkland Engineering and Design Planning for the Bayview

BE IT FURTHER RESOLVED that the sum of $11,000 is hereby

appropriated from the Tidelands Trust Fund to fund the project.

I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 1st of December, 1987,
by the following vote to wit:
AYES: Councilmembers Haugner, Monsef, Thomas and
President Corica - 4.
NOES: None.
ABSENT: Councilmember Camicia - 1.
