RECOMMENDING THE SURFACE TRANSPORTATION ACT OF
1987 DEMONSTRATION PROJECT FOR STATE ROUTE 61
WHEREAS, the 100th Congress passed the Surface
Transportation Act of 1987 to authorize funds for construction of
highways, for highway safety programs, and for mass transportation
programs, to expand and improve the relocation assistance
program, and for other purposes; and
WHEREAS, the Act includes a project to demonstrate
methods of improving access to and alleviating congestion on
Interstate Route 880 and its access roads, including roads from
Oakland International Airport and Alameda Island, California, to
said interstate route, and
WHEREAS, the Act provides funds to carry out preliminary
engineering and design, environmental analysis, and
implementation of environmental mitigation measures, and
WHEREAS, improvements to and southerly extension of State
Route 61 are expected to provide significant traffic relief to
Interstate Route 880; and
WHEREAS, the California Department of Transportation
( Caltrans) has initiated technical studies of State Route 61,
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council recommends that funds for said
demonstration project be used, to the extent necessary, for
technical studies on State Route 61, including preliminary
engineering and design and environmental analysis; and
BE IT FURTHER RESOLVED that such technical studies should
consider improvements to existing State Route 61 south of the Bay
Farm Island Bridge and a southerly extension in Alameda County,
possibly to the Santa Clara County line, and access roads between
State Route 61 and Interstate Route 880 and should conclude with
an adopted route alignment and a certified environmental
document; and
BE IT FURTHER RESOLVED that technical studies of State
Route 61 should consider mass transit, high- occupancy - vehicle
lanes, and transportation system management alternatives as
required by federal regulations; and
BE IT FURTHER RESOLVED that Caltrans in conducting their
technical studies should consult with the NIMDOTS Agency and
representatives from the cities of Union City, Newark, and
Fremont as an advisory committee, and that frequent meetings
between Caltrans and the advisory committee be held; and

BE IT FURTHER RESOLVED that such technical studies should
be conducted in a manner that will reserve funds for
implementation of environmental mitigation measures associated
with Route 61; and
BE IT FURTHER RESOLVED that if the technical studies of
State Route 61 have been completed and it has been determined
that remaining funds are not necessary for State Route 61, such
funds should be made available for other transportation
improvement projects which support State Route 61 as identified
by the NIMDOTS Agency.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 5th of January, 1988,
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner, Monsef, Thomas
and President Corica - 5.
NOES: None.
ABSENT: None.
