AUTHORIZING APPROPRIATION OF $25,000 FROM THE
CONSTRUCTION IMPROVEMENT TAX PROCEEDS TO FINANCE
THE DEVELOPER'S SHARE FOR THE CROSS AIRPORT ROADWAY
WHEREAS, on May 7, 1986, the City Council approved the
Construction Improvement Tax of 1% on all construction projects
exceeding $5,000; and
WHEREAS, Harbor Bay Isle Associates has contributed over
$217,000 from Harbor Bay Business Park and over $755,000 from the
Harbor Bay residential construction projects; and
WHEREAS, the Port of Oakland has proposed that a Joint
Powers Agency be formed to administer the Cross Airport Roadway
project and to enter into an agreement with the Alameda County
Transportation Agency to acquire the funding from the Agency; and
WHEREAS, before the Joint Powers Agency can be formed it
is necessary to generate more information about the project
including traffic analysis, initial design and preliminary cost
estimate to determine the contribution of each agency; and
WHEREAS, the estimated cost of this project is $100,000
with the City and the Port sharing the cost equally;
WHEREAS, Harbor Bay Isle Associates and the City will
share the City's cost equally;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the sum of $25,000 is hereby appropriated from
the Construction Improvement Tax Proceeds to finance the
' developer's share of traffic analysis, initial design, and
1ZEpreliminary cost estimate preparatory to forming the Joint
Powers Agency for the Cross Airport Roadway.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 19th of January, 1988,
by the following vote to wit:
AYES: Councilmembers Camicia, Haugner and President Corica - 3.
NOES: Councilmembers Monsef and Thomas - 2.
ABSENT: None.
