URGING THE FEDERAL AVIATION ADMINISTRATION TO
REQUIRE TRANSPONDERS IN ALL PRIVATE AIRCRAFT
WHEREAS, on April 1, 1988, Suzanne C. Lindsey published
an open letter to the Alameda City Council and other local
jurisdictions seeking support for a proposed Federal Aviation
Administration (FAA) regulation to require the use of
transponders with Mode C altitude reporting capability on all
general aviation aircraft operating within 40 miles of tower
controlled and metropolitan airports; and
WHEREAS, Mrs. Lindsey proposes this regulation to help
prevent accidents by general aviation aircraft which currently do
not provide location and altitude information to the FAA Traffic
Controller; and
WHEREAS, currently the FAA has the capability of
determining horizontal movements of private aircraft but not
vertical data; and
WHEREAS, by obtaining this information, the FAA control
could provide vertical separation between two or more general
aviation aircraft and between general aviation aircraft and
commercial airliners; and
WHEREAS, this information could be used in determining
which aircraft are taking off overweight and are unable to climb
to the proper elevation within the required time period.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Alameda hereby urges the Federal Aviation Administration
to require Mode C transponders calibrated once a year to 100
feet in all general aviation aircraft not only to protect the
aircraft and their passengers but also to protect persons below
the flight path of these aircraft. Controllers should not be
allowed to disengage Mode C.
BE IT FURTHER RESOLVED that due to the urgency and
seriousness of this situation, we urge the FAA to make a decision
in this matter immediately.

the Council of the City of Alameda in regular meeting
assembled on the 19th of April, 1988,
