SUPPPORTING MEASURE E - SPECIAL TAX FOR DRUG PREVENTION
ACTIVITIES
WHEREAS, Alameda County Supervisors have unanimously
ordained that Measure E be placed on the November 8, 1988
Election Ballot; and
WHEREAS, Measure E establishes that a Special Tax of S1O per
year be placed on all parcels of real property in Alameda County
for the purpose of funding drug prevention activities; and
WHEREAS, 85% of the revenue collected shall be allocated to
local programs in the community area in which the taxes are
generated and 15% of the revenues collected shall be allocated to
the Alameda County Department of Alcohol and Drug Abuse; and
WHEREAS, current Federal and State funding for programs and
activities aimed at preventing or determining drug use and abuse
is minimal; and
WHEREAS, no local revenue sources exist to significantly
augment anti-drug efforts; and
WHEREAS, the country has seen a steady increase of drug use,
putting families and communities in greater danger and near
disintegration; and
WHEREAS, the City of Alameda has officially joined the war
against drugs and adopted Resolution No. 11537 on August 2, 1988
which establishes Drug Free Zones to encourage Federal
prosecution to the maximum extent possible for all drug
offenders.
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City
of of Alameda hereby supports placing Measure E on the November
Ballot which will allow the citizens of Alameda County the
opportunity to participate in the battle against drugs.
I, the undersigned, hereby certify that-the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in adjourned regular
meeting assembled on the 20th of October, 1988,
by the following vote to wits
AYES: Councilmembers Arnerich, Camicia and
President Corica 3.
NOES: Councilmembers Monsef and Thomas - 2.
ABSENT:
None.
