AUTHORIZING APPROPRIATION OF FUNDS FROM THE GOLF
COURSE ENTERPRISE ACCOUNT TO FUND TEST DRILLING
FOR A NEW WELL AT THE GOLF COMPLEX
WHEREAS, for over twenty years the golf course turf was
irrigated exclusively by water from two wells at the golf
complex; and
WHEREAS, beginning in 1984, due to increased salt content
in the well water, a mixture of East Bay Municipal Utility
District (E.B.M.U.D.) potable water had to be used to dilute the
salt content sufficiently to make it safe for irrigation
purposes; and
WHEREAS, on June 1, 1988, E.B.M.U.D. imposed a District-
wide water rationing program which cut the allocation of potable
water at the golf course by 50% over the monthly consumption rate
of 1986 and increased the rate and penalized water consumption
over the 50% allocated; and
WHEREAS, because of the restrictions imposed by
E.B.M.U.D., alternative water sources for irrigating of the golf
course have been explored that would reduce the need of water
from E.B.M.U.D.; and
WHEREAS, the Golf Commission and staff have determined
that said alternate water source can be achieved by drilling a
new well at the golf course; and
WHEREAS, to assure that the content and quality of water
will be satisfactory for irrigation purposes, it has been
determined that a test boring process which includes the
following should be performed: 1) mobilization and demobilization
of equipment; 2) test hole drilling up to 1000 feet; and
3) electric logging of test boring; and
WHEREAS, proposals for said process were requested with
the lowest of three proposals, submitted by Maggora Bros.
Drilling, Inc., from Hollister, California, costing approximately
$12,000 (an actual figure cannot be provided because there is no
way to know how deep the hole will have to be drilled); and
WHEREAS, if the first hole does not reflect satisfactory
results, it is recommended that while the equipment is on site a
second test hole be drilled in a different location at an
estimated cost of $11,000; and
WHEREAS, funds to cover costs of drilling the first hole
can be provided by savings in the current 1988-89 budget through
conservative fiscal management;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that the test drilling to establish the feasibility
for construction of a new future well at the golf course is
hereby approved, the proposal from Maggora Bros. Drilling, Inc.
to perform said work is hereby accepted, and the sum of $11,000
is hereby appropriated from the Golf Course Enterprise fund
balance to fund drilling of a second test hole if required.
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 21st of February, 1989,
