APPROVING DAR (DEFENSE ACCESS ROAD) MAIN STREET
IMPROVEMENT PROGRAM PHASE I AND AUTHORIZING
EXECUTION OF PROGRAM SUPPLEMENT NO. 9 TO LOCAL
AGENCY - STATE AGREEMENT NO. 04-5014
WHEREAS, the United States Navy has proposed building an
additional 785 units of housing north of Atlantic Avenue between
the existing Navy housing projects which will be accessed,
initially, from Main Street at Avenue C; and
WHEREAS, as part of the environmental process associated
with said project, the Navy had a traffic study done to identify
any improvements necessary to handle additional traffic generated
by said project; and
WHEREAS, the City of Alameda reviewed the study and
applied for DAR (Defense Access Road) monies to provide necessary
signalization upgrades and roadway channelization after Phase I
(300 units) of the housing development is complete; and
WHEREAS, said improvements are for signalization upgrades
at Atlantic Avenue/Main Street and Atlantic Avenue/Avenue C and
channelization along Main Street; and
WHEREAS, in April 1989, the City was notified by FHWA
that the monies for design had been allocated and in May 1989,
Caltrans notified the City that the design monies ($45,000) had
been appropriated for the project; and
WHEREAS, to formalize said arrangement, it is required
that the Council of the City of Alameda adopt a resolution
approving the programmed improvements and authorize execution of
Program Supplement No. 9 to Local Agency - State Agreement No.
04- 5014 for funding of the DAR projects;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby approves the DAR Main Street
Improvement Program Phase I;

FURTHER RESOLVED that the City Manager and the City
each hereby is, authorized and directed to execute
to, respectively, on behalf of the City, Program
9 to Local Agency - State Agreement No. 04-5014 by
I, the..updersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 6th of aune, 1989,
by the following vote to wit:

and President Corica - 5.
