RESOLUTION ESTABLISHING WASTE REDUCTION GOALS AND
ENDORSING A COMPREHENSIVE SOLID WASTE REDUCTION STRATEGY
WHEREAS, the City of Alameda recognizes the importance
of preserving limited and increasingly valuable landfill space,
conserving natural resources, and protecting the environment; and
WHEREAS, reducing, reusing, recycling and composting of
wastes can contribute significantly to achieving these
environmental goals as part of a comprehensive integrated waste
management system; and
WHEREAS, AB1462 requires revisions of County Solid Waste
Management Plans (CoSWMPs) to include a 20% recycling goal and a
detailed plan of action for reaching this goal which will require
aggressive recycling efforts by every city and county in the
state; and
WHEREAS, AB2020 has established a network of local
recycling centers throughout the state that have increased the
convenience of recycling and provides an example of how recycling
can be expanded at the local level; and
WHEREAS, the employees of the City of Alameda have
adopted a recycling philosophy and have participated in an Office
Wastepaper Recycling Program since January, 1988.
NOW, THEREFORE, BE IT RESOLVED THAT the City of Alameda
hereby establishes the following' goals and principles to govern
local solid waste management activities;

Solid wastes should be managed as important recoverable
resources that can contribute to the local economy when
reused and recycled;
Landfills should be managed not only to minimize
environmental concerns but also as a resource to be
conserved,
The hierarchy of integrated waste management should be
applied wherever possible to foster solid waste options
in the following order of priorities; reduce
consumption, reuse as much as possible, recycle or
compost materials from wastes, recover energy values of
wastes, then properly landfill the rest;
Wastes currently received at landfills should be reduced
by at least 25% through recycling by 1994 (or consistent
with the CoSWMP, whichever is greater); and
As local recycling collection programs increase, the
City shall work to stabilize and expand markets for
recyclables by buying recycled materials and products,
by supporting appropriate state and federal legislation
and programs.
FURTHER, BE IT RESOLVED THAT the City of Alameda hereby will
pursue the following activities to implement the goals and
principles adopted above:

Perform a public opinion survey of residents on
recycling.
Establish a Local Solid Waste Management Recycling
Committee.
Explore the feasibility of establishing a recycling
coordinator position to develop and implement a
comprehensive waste reduction program.
Implement a procurement policy favoring the purchase of
products containing recycled materials.
Issue Requests for Proposals or contract with a refuse
company for Curbside Recycling (or Composting or
Commercial Recycling).
I, the undersigned, hereby certify that the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 18th of July, 1989,
