ADOPTING PLANS AND AUTHORIZING THE PUBLIC WORKS
DIRECTOR TO UTILIZE CITY FORCES AND NEGOTIATE IN
THE OPEN MARKET FOR ALTERATIONS TO CITY HALL,
AND APPROPRIATING FUNDS THEREFOR
WHEREAS, recent personnel changes in the City Attorney's
Office and the Finance Department will require alterations to
City Hall to provide efficient work space; and
WHEREAS, the proposed work includes moving the mail room
operation from the third floor to the storage room next to Room
107, creation of an office for Finance Department personnel from
a portion of Room 107, creating additional space for the City
Attorney's Office in Room 313, creating a new Conference Room in
the previous third floor Mail Room and a portion of the Finance
Department Office, and modifications in the Finance Department;
and
WHEREAS, of the approximately $16,000 needed for
materials or contract work, $8,000 is already budgeted in the
Public Works Maintenance Fund with an additional appropriation of
$8,000 needed from the City Manager's Contingency Fund; and
WHEREAS, the purchase of furniture for the Finance
Department (approximately $5,500) and City Attorney's Office
(approximately $6,000) will be from funds already budgeted for
those departments with no overall increase in these department
budgets; and
WHEREAS, the formal bidding process would require
detailed plans and specifications which would be costly and time
consuming and could require about 2 -1/2 months before
construction could begin; and
WHEREAS, the current overcrowded working conditions in
City Hall necessitate immediate alterations to provide the
necessary working space for employees; and
WHEREAS, in accordance with Section 3 -15 of the City
Charter, the Council may determine that great necessity or
emergency requires immediate action and thereupon proceed to make
such public work or improvements without contract and to purchase
materials or supplies in the open market; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Plans be, and the same are, hereby approved
and adopted;
BE IT FURTHER RESOLVED that in accordance with Section
3-15 of the City Charter, the Council hereby determines that
great necessity or emergency exist that require immediate
action;
BE IT FURTHER RESOLVED that pursuant to Section 3-15 of
the City Charter the Public Works Director is hereby authorized
to utilize City forces and negotiate in the open market without
formal bidding procedures for alterations to City Hall;
BE IT FURTHER RESOLVED that the sum of $8,000 is hereby
appropriated from the City Manager's Contingency Fund for
materials, supplies and outside contract work for said project;
BE IT FURTHER RESOLVED that pursuant to Section 3-15 of
the City Charter the City Attorney's Office and Finance
Department, in cooperation with the City Purchasing Agent, is
hereby authorized to purchase furniture and files for the City
Attorney's Office and Finance Department, respectively, utilizing
funds already budgeted for those departments and with no overall
increase in these department budgets in the open market without
formal bidding procedures.
I, the undersigned, hereby certify that-the foregoing
Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in adjourned regular
meeting assembled on the 6th of September, 1989,
by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Thomas,
Withrow and President Corica 5.
NOES: None.
ABSENT: None.
