AUTHORIZING OPEN MARKET PURCHASE OF ONE MOBILE
TRAFFIC ZONE UNIT FOR THE POLICE DEPARTMENT
WHEREAS, there are funds available in the 1989-90
Equipment Replacement Fund to allow for the purchase of a Mobile
Traffic Zone Unit for the Police Department; and
WHEREAS, it has been determined that the best mobile
radar speed detection apparatus for Alameda's intended use is the
Mobile Traffic Zone Unit; and
WHEREAS, Mobile Traffic Zone, Inc. is the only
authorized distributor for this specific model; and
WHEREAS, in accordance with Section 3-15 of the City
Charter, the Council may determine that materials or supplies can
be purchased at a lower price in the open market and thereupon
proceed to purchase such materials in the open market.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Alameda that pursuant to Section 3-15 of the City Charter
the Police Department, in cooperation with the City Purchasing
Agent, is hereby authorized to purchase one Mobile Traffic Zone
Unit, mobile radar speed detection apparatus, from Mobile Traffic
_Zone, Inc. at the all inclusive cost of $6,800.00 in the open
market without formal bidding procedures.

Resolution was duly and regularly adopted and passed by
the Council of the City of Alameda in regular meeting
assembled on the 3rd of October, 1989,
by the following vote to wit:
AYES: Councilmembers Arnerich, Camicia, Thomas, Withrow
and President Corica - 5.
NOES: None.
ABSENT: None,
