AUTHORIZING NEGOTIATION IN THE OPEN MARKET, PURSUANT TO
SECTION 3-15 OF THE CITY CHARTER, FOR REPLACEMENT OF A
LEAKING IRRIGATION LINE CROSSING DOOLITTLE DRIVE JUST
WEST OF HARBOR BAY PARKWAY AND APPROPRIATING FUNDS
THEREFOR
WHEREAS, irrigation water is provided to the Bill Osborne
Model Airplane Field by an irrigation pipe which crosses under
Doolittle Drive just west of Harbor Bay Parkway; and
WHEREAS, said pipe has recently developed a severe leak which
causes water to seep up through the pavement in Doolittle Drive
which in a very short time period will begin to deteriorate the
roadway pavement; and
WHEREAS, it is proposed to jack a 6-inch steel casing under
the roadway and to install a new 2-inch irrigation line within said
casing as soon as possible to avoid any deterioration or collapse
of the road pavement;
WHEREAS, said proposal is acceptable to Caltrans; and
WHEREAS, to avoid any delay it will be necessary to negotiate
a contract in the open market, for replacement of the existing
irrigation line, instead of going through the formal bidding
process; and
WHEREAS, in accordance with Section 3-15 of the City Charter,
when great necessity or emergency requires immediate action, the
Council may thereupon proceed to make such public work or
improvements without contract in the open market; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Alameda that pursuant to Section 3-15 of the City Charter, the
Public Works Director is hereby authorized to negotiate in the open
market, without formal bidding procedures, for the replacement of
the irrigation line crossing Doolittle Drive just west of Harbor
Bay Parkway.
BE IT FURTHER RESOLVED that the sum of $15,000 is hereby
appropriated from the Dwelling Unit Tax Fund for said project.

was duly and regularly adopted and passed by the Council of the
City of Alameda in regular meeting assembled on the 17th day of
October, 1989, by the following vote to wit:
AYES: Councilmembers Arnerich, Thomas, Withrow and President Corica - 4.
NOES: None.
ABSENT: Councilmember Camicia 1.
ABSTENTIONS: None.
