RESOLUTION PROCLAIMING CONTINUING STATE OF LOCAL EMERGENCY
Whereas, Ordinance No. 1676 N.S. of the City of Alameda
empowers the City Council to proclaim the existence or threatened
existence of a local emergency when said City is affected or
likely to be affected by a public calamity; and
Whereas, said City Council has been requested by the
Director of Emergency Services of said City to proclaim the
existence of a local emergency therein;
Whereas, said City Council did proclaim a State of Local
Emergency on October 19, 1989, and
Whereas, said City Council does hereby find:
That conditions affecting persons and property within
the City have arisen within said City, caused by an
Earthquake measuring 7.0 on the Richter scale and occurring
at 5:04 p.m. on October 17, 1989 and its aftershocks.
Public and private property has been damaged or
destroyed to an extent beyond the repair or reconstruction
capabilities of our City. The cost of repair or
reconstruction is estimated to be in excess of $10 million.
This does not take into account the hardship to our
citizens caused by the many present and future external
inconveniences which have occurred and will arise.
That the need for the State of Local Emergency
continues to exist.
That the aforesaid conditions warrant and necessitate
the proclamation of the existence of a local emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND DECLARED that a
local emergency continues to exist throughout the City of
Alameda; and
IT IS FURTHER PROCLAIMED AND DECLARED that said local
emergency shall be deemed to continue to exist until its
termination is proclaimed by the City Council of the City of
Alameda.
