CITY OF ALAMEDA RESOLUTION NO. 11886
AUTHORIZING SUBMITTAL OF GRANT APPLICATION FOR 1)
ALAMEDA GATEWAY (TODD SHIPYARD) INTERMODAL TERMINAL
FACILITIES, 2) ALAMEDA (HARBOR BAY ISLE) INTERMODAL
TERMINAL FACILITIES, AND 3) ALAMEDA MUNICIPAL FERRY
VESSEL PURCHASE FOR TRANSIT CAPITAL IMPROVEMENT
(TCI) FUNDS, AND GUARANTEEING MATCHING FUNDS
WHEREAS, in March, 1989, the Council of the City of
Alameda approved Harbor Bay Isle Village V with a condition that
required them to provide ferry service between Alameda and San
Francisco; and
WHEREAS, in September, 1989, said Council agreed to issue
RFPs to provide ferry service between Alameda Gateway (Todd
Shipyard) and San Francisco; and
WHEREAS, on October 23, 1989, in response to the collapse
of the Bay Bridge and 1-880 Cypress structure, an emergency ferry
service was begun between Alameda Gateway (Todd Shipyards) and San
Francisco with the current operator (Red and White) temporarily
using two vessels borrowed from their existing operations; and
WHEREAS, on November 2, 1989, Caltrans issued a letter
requesting submittal before December 1, 1989, of ferry passenger
and terminal projects to be considered for funding under the TCI
program; and
WHEREAS, the TCI program provides 50% funding of non-
federal project monies with the remaining 50% being shared between
the City and the developers/operators; and
WHEREAS, the City's share of 1) the Alameda Gateway
(Todd Shipyard) Intermodal Terminal Facilities will be paid out of
revenues generated by the City lease on this properties, 2) the
Alameda (Harbor Bay Isle) Intermodal Terminal Facilities does not
require any City share due to the developer paying 50%, and 3) the
Alameda Municipal Ferry Vessel Purchase will be 25% with the City's
share expected to be provided out of Measure "B" funds; and
WHEREAS, ferry passenger service can provide a safe,
economical, and environmentally sound commute alternative for
Alamedans and the City's identity and character can be strengthened
by the stronger water orientation that a ferry system promotes; and
WHEREAS, promoting ferry ridership at Alameda Gateway
(Todd Shipyard) will require provision of a weatherproof terminal
facility, canopied walkway, permanent paving surface, a permanent
float, and upgraded bus amenities; and
WHEREAS, initiating a service from Alameda (Harbor Bay
Isle) will require construction of parking, bus, and passenger
facilities; and
WHEREAS, continued operation and enhancement of ferry
service from Alameda Gateway (Todd Shipyard) will require
replacement of two vessels;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City
of Alameda that said Council hereby authorizes staff to apply for
TCI funds for 1) Alameda Gateway (Todd Shipyard) Intermodal
Terminal Facilities, 2) Alameda (Harbor Bay Isle) Intermodal
Terminal Facilities, and 3) Alameda Municipal Ferry Vessel
Purchase;
BE IT FURTHER RESOLVED that staff is hereby directed to
send a letter and copy of this resolution to Supervisor Don Perata
and Hayward Mayor Alex Guiliani (MTC Comissioner) urging their
support of these projects, and asking that the Board of Supervisors
pass a resolution to support these efforts;
BE IT FURTHER RESOLVED that staff is hereby directed to
send a letter and copy of this resolution to MTC requesting that
a portion of Regional Measure 1 - 3% monies be set aside for the
Alameda ferry services;
BE IT FURTHER RESOLVED that said Council hereby
guarantees matching funds, as hereinabove described, for said
projects.

City of Alameda in regular meeting assembled on the 21st of
November, 1939, by the following vote to wit:

None.
